An IDS is an Intrusion Detection System such as SNORT which can detect attempts at intrusion on a device or network. An IPS is an Intrusion Prevention System that can detect but also block intrusion attempts. Suricata is an IDS that can be configured to be an IPS. They are very similar, but traditionally an IDS just detects and doesn't prevent.
