Frankly, I sometimes think that systems are over tested. It's obviously good to test as much as possible, but some tests require so much simulation and artificial stimuli that the results are difficult to interpret and trust. The most important thing is that a solid verification plan be established that justifies the rationale behind testing, analyzing or inspecting as a means of compliance demonstration, and this need not always be 100% test.
