Explain key differences between a non-deterministic identifier (web cookies) and deterministic identifier, pros and cons of each, and how they would differ in application?

Non-deterministic identifiers are 'educated guesses' (probabilistic matching) or arbitrary identifiers that are not [yet] associated with a known-good identifier (e.g. email, mobile number), whilst deterministic identifiers rely on expressly-known pieces of information that tend to persist across sessions and instances for identity resolution.
