How do I handle a child who is disrupting the class?

I go over to the child and ask what is wrong. I want to figure out if the student needs extra help, is bored, or is bothered by someone or something. I then address the issue accordingly. If it continues to simply be a talkative child, he/she will probably be moved to a location closer to me.
