They did not really use they word uncooperative, but the point is the same. General answer is to find out what is making them uncooperative. Find the root cause as opposed to the symptom. Collaborate on a plan to resolve the the real issue(s).

Well Since this businesses legalities are extremely complexed being a non profit private Government Organization with Shareholders the Business Policy should establish a set of Protocol. Director Board Members would typically vote in a NoN Profit. With Government its usually not a problem since Stake Holders would be unethical behavior and Illegal. Private ownership it would be determined on amount of shares in stock. But I'm extremely confused how this company management and organizational structure works I never knew a company like this existing.
