This person sounds incredibly bitter. I no longer work for this company but I worked there for several years. If I were to guess they have a very spotty background. Yes, as a recruiter you need to focus and work with good candidates because bad candidates are impossible to place which takes up their time and YES you won't get commission which is how they make a living for themselves and their family. Also, if they never called them back after they applied it probably means they do not have a qualified background for the jobs they are applying to. I promise they look through applications but they don't call people who are not a fit.
