EMPLOYMENT NOTE
- Full-time position contingent upon contract award. STi is actively identifying highly qualified, cleared candidates for proposal submission and rapid post-award onboarding.

- Period of Performance: 1 April 2027 – 31 March 2032
- The anticipated transition period is 1 April 2027 – 30 June 2027, with full warehouse and distribution performance beginning 1 July 2027.
POSITION OVERVIEW
STi is seeking an experienced Site Manager to provide overall leadership and management of warehousing and distribution operations supporting the Defense Logistics Agency at DLA Distribution Hill, Utah.
The Site Manager will have full authority to act for the Contractor on matters relating to contract performance and will serve as the primary on-site point of contact between STi and the Government.
This position is responsible for managing personnel, operational performance, staffing, quality, safety, security, inventory accountability, customer support, and compliance across a large, complex Department of Defense distribution environment.
DLA Distribution Hill is located at Hill Air Force Base and supports the Ogden Air Logistics Complex, Air Force maintenance activities, the F-35 program, military units, and worldwide customers. The site encompasses approximately 1.488 million square feet of covered storage and operational space and 1.054 million square feet of open storage, with nearly $7 billion in inventory.
The ideal candidate has significant experience leading large-scale military, Federal, defense, depot, or commercial distribution operations involving automated warehouse management systems, inventory control, receiving, storage, issue, packaging, shipping, transportation, quality assurance, and audit readiness.
PRIMARY DUTIES & RESPONSIBILITIES
Responsibilities include:
- Provide overall management, direction, coordination, and supervision of contract personnel supporting DLA Distribution Hill.
- Serve as STi’s central on-site point of contact with the Contracting Officer, Contracting Officer’s Representative, DLA leadership, and other Government stakeholders.
- Exercise full authority to act for the Contractor on matters relating to contract performance.
- Plan, organize, manage, and monitor warehousing and distribution operations to ensure work is completed accurately, efficiently, safely, and on schedule.
- Lead operations involving receiving, storage, inventory, stock readiness, Care of Supplies in Storage, stock selection, issue processing, packaging, shipping, local delivery, transportation, and material distribution.
- Support operations involving military repair parts, secondary items, aircraft components, engines, F-35 material, hazardous material, controlled material, radioactive material, shelf-life items, and other specialized commodities.
- Coach, mentor, and direct managers, supervisors, team leads, and functional personnel.
- Ensure work schedules, shifts, staffing levels, facilities, equipment, and material-handling resources are aligned with projected and changing workloads.
- Manage operations that may require second or third shifts, weekend or holiday coverage, emergency response, and 24-hour support.
- Monitor real-time and historical workload data, productivity, staffing, backlog, inventory accuracy, quality trends, system performance, and contractual performance metrics.
- Adjust personnel and resources to address workload fluctuations, mission priorities, urgent requirements, system outages, surge requirements, and operational constraints.
- Ensure effective use of DLA Warehouse Management System or equivalent automated warehouse management systems and other Government logistics applications.
- Oversee compliance with DLA Distribution standard operating procedures, contract requirements, internal controls, audit-readiness standards, and Government property-accountability requirements.
- Maintain a sustained auditable environment and ensure readiness for internal reviews, independent audits, inventory validations, process audits, and Government quality inspections.
- Ensure end-to-end inventory accuracy from receipt and off-load through storage, inventory, selection, issue, and shipment.
- Monitor Acceptable Performance Levels, quality findings, workload red-line thresholds, and other performance indicators.
- Direct root-cause analysis, corrective actions, preventive actions, recovery plans, and performance-improvement initiatives when standards are not met.
- Ensure accurate and timely preparation of operational reports, staffing information, performance data, corrective-action responses, meeting materials, and contract deliverables.
- Implement cost controls, productivity improvements, quality controls, and efficient work methods that reduce waste while maintaining mission performance.
- Ensure supervisors and employees are properly trained, qualified, certified, and capable of performing assigned tasks completely, accurately, safely, and on time.
- Promote employee engagement, accountability, risk management, process discipline, and a culture in which employees identify and elevate operational problems.
- Coordinate with quality control, inventory, supply systems, transportation, safety, security, production, storage, and maintenance personnel.
- Ensure compliance with applicable OSHA, DoD, DLA, Air Force, security, safety, environmental, hazardous-material, information-security, and installation-access requirements.
- Participate in Government meetings, performance reviews, quality meetings, operational reviews, audits, inspections, and transition activities.
- Lead transition planning, workforce onboarding, operational readiness, training validation, system-access coordination, and assumption of full contract performance.
The site manager will be responsible for overall supervision, professional contract management, resource utilization, coaching and mentoring supervisors, accurate reporting, cost savings, quality controls, and coordination with the Government.
MINIMUM QUALIFICATIONS
U.S. Citizenship required. Active Secret clearance required.
- Minimum of five years of experience in distribution management; or
- Minimum of 10 years of management experience in distribution operations similar in size and complexity to a large military, Federal, depot, industrial, or commercial distribution center.
- Minimum of three years of experience using automated warehouse management systems within the past five years.
- Demonstrated ability to plan, control, manage, and successfully execute large-scale warehouse and distribution operations.
- Experience supervising managers, supervisors, team leads, and multidisciplinary warehouse or logistics personnel.
- Experience managing receiving, storage, inventory, issue, shipping, transportation, packaging, or related distribution functions.
- Experience planning staffing, shifts, workload, equipment, facilities, and operational resources.
- Experience monitoring performance metrics and implementing corrective actions for operational, inventory, quality, or productivity deficiencies.
- Experience working in an audit-sensitive, quality-controlled, regulated, or Government-accountable environment.
- Strong understanding of inventory accountability, internal controls, process compliance, risk management, and operational documentation.
- Excellent oral and written communication skills.
- Ability to work full-time on-site at Hill Air Force Base, Utah.
- Ability to obtain and maintain required installation access, DoD Common Access Card, system access, and position-specific eligibility.
- Ability to respond on-site within required contract timeframes when serving in an on-call or emergency management capacity.
At a minimum, the Site Manager must have at least five years of distribution-management experience or 10 years managing comparable distribution operations, including at least three recent years using automated warehouse management systems.
PREFERRED QUALIFICATIONS
- Prior DLA Distribution experience.
- Prior experience at DLA Distribution Hill, Hill Air Force Base, Ogden Air Logistics Complex, or another DoD distribution center.
- Experience managing warehouse and distribution operations supporting Air Force depot-level maintenance.
- Experience with DLA Warehouse Management System, Distribution Standard System, or comparable DoD warehouse-management applications.
- Experience with Integrated Logistics Supply System, EESOH-MIS, SAP, QLIK, Quality Management Tool, or related Government logistics and performance systems.
- Experience leading operations across multiple shifts or a 24-hour distribution environment.
- Experience managing a large union, Service Contract Labor Standards, or collectively bargained workforce.
- Experience with DLA audit sustainment, inventory accuracy, evidential matter, financial internal controls, or independent public-accountant audits.
- Experience managing Acceptable Performance Levels, contractual metrics, performance deductions, corrective-action plans, or quality-surveillance findings.
- Experience supporting aircraft parts, engines, F-35 sustainment, repairable assets, hazardous material, controlled material, radioactive material, shelf-life material, or specialized military commodities.
- Experience with Lean, Six Sigma, continuous process improvement, warehouse optimization, productivity analysis, or cost-reduction initiatives.
- Project Management Professional, Certified Supply Chain Professional, Certified in Logistics, Transportation and Distribution, Lean Six Sigma, or comparable management or logistics certification.
- Bachelor’s degree in logistics, supply chain management, operations management, business administration, industrial management, or a related field.

WORK ENVIRONMENT
- Work will be performed on-site at DLA Distribution Hill, located at Hill Air Force Base, Utah.
- The site supports large-scale covered and open-storage warehouse operations, material-handling systems, automated storage systems, transportation functions, and local delivery activities.
- Operations may require multiple shifts, weekend coverage, holidays, emergency response, and on-call availability.
- Government normal business hours are generally 7:00 a.m. to 3:30 p.m. Mountain Time on weekdays; however, the distribution mission historically processes workload 24 hours a day, seven days a week.
- Work may occur in warehouse, industrial, administrative, open-storage, loading-dock, and material-handling environments.
