Position Title: Assessor Technician

Reports to: Assessor/Inspector Manager

Status: Non-Exempt

Summary

The Assessor Technician observes what is present in a home and envisions what measures are feasible under one or more weatherization programs. They are responsible for assessing the interior and exterior of a home and inspecting the building shell, attics, crawlspaces, appliances, and the mechanical, electrical, and plumbing systems. The Assessor Technician works under strict guidelines and regulations governing the extensive calculations, diagnostic testing, and analytical observations performed in client homes.

Essential Functions and Responsibilities

• Fully understand all California Department of Community Services and Development (CSD) installation requirements and standards
• Evaluate dwelling eligibility by reviewing existing conditions and potential for energy efficiency measures while also visually inspecting structure and related systems including mechanical, electrical, and process systems to identify deficiencies, structural defects, safety hazards, sub-optimal conditions
• Ability to determine what weatherization contract(s) will be charged to ensure that protocols are followed correctly
• Use variety of diagnostic tools to test and collect field data related to energy use and analyze results
• Educate clients of the various types of diagnostic testing to be performed in their home, including the general nature and benefits of each type (i.e. Combustion Appliance Safety testing, duct and shell leakage testing, etc.)
• Perform initial interview with clients to obtain income and utility documents completing the intake process and determining program eligibility
• Provide cross-functional education for clients by sharing other CRP programs available to them, including Women Infants and Children (WIC) program and Home Energy Assistance Program
• (HEAP) low-income utility assistance payment programs
• Responsible for ensuring assessment equipment is functional, up-to-date, and calibrated
• Understanding of State Historic Preservation Office (SHPO) regulations and can determine whether a home qualifies for review as mandated by law
• Perform an energy audit when required by contract and collect necessary data and photographic evidence
• Ability to perform advanced air flow diagnostic tests using blower door equipment and infrared scanner to generate energy system recommendations
• Identify measure installations that would require a city or county building permit by the local jurisdiction, and educate the home owner about the permit process
• Compile detailed and complete work orders using assessment photos, documentation, and notes to begin installation planning
• Actively demonstrate a working knowledge of company policies and procedures
• Participate in external functions including outreach and community events providing energy education and weatherization program awareness
• Other duties, as required

Required Knowledge and Skills

• Associates degree or four (4) years’ direct experience in weatherization, construction, or energy industry
• Building Performance Institute (BPI) Energy Auditor (EA) Certification (or ability to obtain certification within 1 year of employment)
• BPI Quality Control Inspector (QCI) Certification (or ability to obtain certification within 1 year of employment)
• Ability to work independently and prioritize assignments given a weekly workload
• Must possess and maintain a valid California driver’s license, a clean driving record, and auto insurance
• Proficiency with Microsoft Office applications (Word, Excel, and Outlook) and Google applications (Docs and Sheets)
• Must have excellent English language verbal and writing skills, legible handwriting, and word processing skills
• Strong mathematics skills to perform/ retain complex formulas and advanced calculations
• Ability to make a good impression on clients through professionalism, communication, efficiency, and problem-solving
• Ability to climb ladders, go into attics, and underneath homes
• Can lift, push, pull at least 30 pounds multiple times a day

Multilingual in English plus any additional language

• Demonstrate a high energy level and ability to engage with others
• Display willingness to work with diverse cultures found in the Sacramento area
• Demonstrate sensitivity to challenges faced by low-income and minority families
• Ability to work in fast-paced setting

At-Will Employment
