Business Analyst – Technical Training (ONSITE, Vancouver, WA.)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Business Analyst for their Vancouver, Washington location. This full-time contract Business Analyst will support a technical training center by coordinating schedules, performing data entry, and conducting research for policy application. The role will assist with training contracts, track program execution, and develop training reports. This position will help design, implement, and evaluate apprenticeship and continuing education programs, providing key support to training specialists and contract representatives.
This position is a one-year renewable contract that includes employee benefits!
Pay Rate: $47.00 - $50.50/hr. DOE.

Key Responsibilities for Business Analyst:
- Conduct annual training needs analysis for 650+ employees across 20+ technical disciplines with unique training requirements.
- Coordinate annual training plans, schedules, and implementation activities using SharePoint and project tracking tools.
- Analyze training requirements and recommend updates to mandatory training curricula, policies, and program documentation.
- Develop and maintain project trackers, dashboards, and interactive Power BI reports to monitor training execution and performance.
- Track training contracts, invoices, payments, expenditures; implement processes to ensure financial accuracy and lifecycle oversight.
- Research best practices and recommend process improvements for training administration, scheduling, tracking, and reporting.
- Facilitate process improvement initiatives, requirements gathering workshops, and stakeholder meetings for technical training programs.
- Perform business process analysis, training gap assessments, and impact analyses; recommend mitigation strategies and operational improvements.
- Create process documentation, workflow diagrams, SIPOC models, process maps, and other visual artifacts to support business analysis.
- Prepare and present findings, reports, requirements, project plans, and other project deliverables to technical and business stakeholders.
- Collect, validate, and analyze data to support decision-making, identify trends, and recommend solutions.
- Facilitate stakeholder alignment, prioritize training requirements, and support change management and continuous improvement initiatives.
Requirements for Business Analyst:
- BA in Business, Engineering, Computer Science, or related field preferred (Associate's considered).
- 5+ years (Bachelor's), 7+ years (Associate's), or 9+ years (no degree) of progressive business analysis experience.
- Advanced proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook, Visio, MS Project, SharePoint).
- Strong analytical, business process modeling, and process improvement expertise.
- Skilled in stakeholder facilitation, cross-functional collaboration, and meeting coordination.
- Excellent technical writing, documentation, and presentation skills using textual, graphical, and statistical formats.
- Experience eliciting, documenting, and validating business requirements and project deliverables.
- Knowledge of operational governance models, project coordination, and change management principles.
