Job Overview
Legacy Home Builders is seeking an experienced Permitting & Entitlement Manager to oversee all permitting, entitlement, and municipal approval processes for our residential Build-to-Rent and for-sale developments. This individual will manage projects from land acquisition through permit issuance, ensuring developments move efficiently through planning, zoning, engineering, and building approval processes while minimizing delays and project risk.
This role requires a highly organized, proactive professional with strong relationship-building skills and extensive experience working with municipalities throughout North Carolina. The ideal candidate understands how to keep complex development projects moving while coordinating multiple stakeholders, consultants, and government agencies.
ResponsibilitiesPermitting & Entitlement Management
- Manage the full entitlement and permitting process from land acquisition through vertical construction
- Coordinate rezoning, annexation, conditional use permits, variances, subdivisions, and site plan approvals
- Prepare, submit, and track all permit applications and supporting documentation
- Manage permitting schedules to ensure projects remain on track
- Identify entitlement risks early and develop proactive solutions
- Maintain visibility of all project approvals and critical milestones
Government & Municipal Coordination
- Serve as the primary company representative with municipalities and government agencies
- Develop and maintain strong working relationships with:
- Planning Departments
- Building Departments
- Engineering Departments
- Utility Providers
- Department of Transportation (DOT)
- Fire Marshal
- Environmental Agencies
- Attend planning board meetings, public hearings, and municipal meetings as required
- Coordinate responses to agency comments and approval requests
Consultant Management
- Coordinate and manage outside consultants, including:
- Civil Engineers
- Surveyors
- Land Planners
- Architects
- Environmental Consultants
- Traffic Engineers
- Monitor consultant performance, budgets, and project timelines
- Ensure deliverables are completed accurately and on schedule
Project Coordination
- Collaborate closely with the Land Acquisition, Development, Construction, Purchasing, and Finance teams
- Participate in weekly development and project coordination meetings
- Maintain project schedules, entitlement milestones, and approval timelines
- Provide regular status updates to executive leadership
Documentation & Compliance
- Maintain organized permit files and project documentation
- Ensure compliance with all local, state, and federal regulations
- Track permit expirations, renewals, inspections, and conditions of approval
- Manage permit closeout documentation and project records
Schedule Management
- Develop and maintain:
- Entitlement schedules
- Permit schedules
- Agency review timelines
- Utility coordination schedules
- Construction readiness reports
- Monitor critical milestones and communicate potential schedule impacts
QualificationsRequired Qualifications
- 3+ years of experience in permitting, entitlement, land development, or residential construction
- Experience managing multiple development projects simultaneously
- Strong understanding of:
- Zoning regulations
- Land development processes
- Municipal permitting
- Residential construction
- Experience working directly with city, county, and government officials
- Ability to read and interpret:
- Civil plans
- Site plans
- Construction drawings
- Plats
- Surveys
- Excellent organizational, communication, and project management skills
- Strong problem-solving abilities with exceptional attention to detail
- Ability to prioritize multiple deadlines in a fast-paced environment
- Valid driver's license with the ability to travel to project sites and municipal offices
Preferred Qualifications
- Residential development or homebuilding experience
- Build-to-Rent, single-family subdivision, or land development experience
- North Carolina permitting and entitlement experience
- Existing relationships with municipalities and utility providers throughout North Carolina
- Experience with Buildertrend, ClickUp, Google Workspace, GIS mapping software, and municipal online permitting portals
- Bachelor's degree in Construction Management, Civil Engineering, Urban Planning, Business, or a related field preferred
