Duties Description Oversee the maintenance, rehabilitation, improvement, or construction of facilities and infrastructure, including buildings, trail systems, automotive maintenance, communication networks, water access sites, state forests, and wildlife management areas, in the Department of Environmental Conservation’s NYC region. Supervise one or more crews and assist in coordinating a variety of site specific maintenance projects, material and equipment purchases, and monitor all activities related to the maintenance of facilities and property. Assists the regional Conservation Operations Supervisor 4 with budgeting, hiring, training, and evaluating program needs for the region. Plans, budgets, schedules, and completes a variety of maintenance and construction projects including monitoring project-related health and safety issues. Manages automotive fleet. Develops and implements an annual work plan, consisting of scheduled maintenance of grounds, paved roads, trails, and remediation of damage caused by storms, erosion, and public use. Plans for the maintenance of regional facilities, such as regional office and field facilities. Assists agency’s engineers in developing plans and specifications, inspecting contractor work, and serving as contractor liaison. Evaluates the performance of subordinate staff and assists lower level supervisors with supervisory responsibilities. Assumes all of the duties and responsibilities of a Conservation Operations Supervisor 4 in their absence.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.
OR
Open Competitive: Either 1. four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight;
Or 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
Individuals may also be eligible via the following, if applicable:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer in accordance with Civil Service Law.
Must have a Class B CDL or obtain one within 12 months of appointment.
