Qualifications
Tactical Physician Assistant Minimum Training Requirements
(1) The Tactical Physician Assistant shall be a physician’s assistant having successfully completed a nationally-recognized Counter-Narcotic Tactical Operation Medical Support/Integrated Force Health Clinician Program (CONTOMS/IFHP) or equivalent Tactical Clinician course that includes instruction and training in
(a) Team wellness and health management, including preventive medicine
(b) Providing care under fire/basic weapons safety
(c) Officer rescue
(d) Planning medical operations and medical intelligence
(e) Response to the active shooter
(f) Orientation to specialized medical gear personal protective equipment used in
tactical medical operations
(g) Remote medical assessment (“medicine across the barricade”)
(h) Response and management of WMD events, including field-expedient decontamination (“hasty decon”) procedures
(i) Operational security, light and sound discipline, helicopter operations, pyrotechnic and other chemical agents, as utilized by law enforcement teams
(j) Less-than-lethal weaponry, the injuries they may cause, and any specific interventions required

Duties and Responsibilities
- Serve as the Tactical Physician Assistant for the Montgomery County Police Department Emergency Services Division
- Available for contract employment up to 300 hours per year
- Develop quarterly training lesson plans for police officers serving as tactical medics (Basic Life Support and/or Advanced Life Support providers) with the Emergency Services Unit.
- Conduct quarterly training for tactical medics focusing on relevant topics in Tactical EMS
- Be available for staffing raids and Emergency Response Team call out operations as needed.
- Provide direct medical care within scope of practice on tactical operations.
- Provide quality assurance in coordination with the Tactical Medical Director review of patients treated on raids and Emergency Response Team call outs.
- Provide quality assurance review in coordination with the Tactical Medical Director of any Priority 1 or 2 patient treated by tactical medics
- Lead Unit level after action reviews of selected Priority 1 or 2 patients treated by the Emergency Services Unit, in coordination with the Tactical Medical Director.
- Assist staffing medic coverage for SWAT training and SWAT selection school
- Conduct annual reviews of policy and procedure requests and make recommendations for changes.
- Participate in Tactical EMS work groups including Maryland Emergency Response System (MDERS) and Maryland Institute of Emergency Medical Services Systems.
- Provide an annual block of training for the SWAT team on a relevant subject in tactical EMS.
