Job Summary
We are seeking a dynamic and strategic Information Technology (IT) Director to provide strategic and operational leadership for all technology infrastructure and IT operations of the hospital and rural health clinics. This is a working director role responsible for both high-level planning and hands-on daily IT support.
The Director ensures secure, reliable, and compliant technology systems that support clinical care, business operations, regulatory requirements, and organizational growth
This position works with contract companies who manage the network and the EHR along with external vendors to maintain a stable and secure technology environment.
This position is on-site and requires direct engagement with hospital staff across all departments.
Duties
· Use the HIPAA Network – IT Security Manual to implement all security policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
o Access control of employees, contractors, physicians, and any other authorized users, including those with remote access. (in the IT Security Manual)
· Participates in leadership meetings, Data Center IT core team, IT Steering meetings,
QAPI activities, HIPAA oversight committee, and grant initiatives as requested.
Infrastructure & Systems Management
Cybersecurity & Compliance Collaboration
· This Information Technology (IT) Security Manual establishes the Cheyenne County Hospital’s HIPAA Network information security policies and procedures for appropriately protecting information resources.
· As the HIPAA Security Officer keeps compliance with:
o HIPAA Security Rule
o HITECH
· Assists with risk assessments, audit preparation, cyber insurance and documentation.
· Supports implementation of cybersecurity safeguards including endpoint protection, firewalls, patching, and vulnerability mitigation.
· Will provide training for employees, explaining security risks and demonstrating good practices, such as using strong passwords and protecting data when they use mobile devices outside the office. Will use Knowb4 for security simulation and training.
· Work with Privacy Officer on IT security audits or investigations.
· Ensure all digital infrastructure, medical devices, and patient data remain protected against cyber threats. Maintain strict compliance with healthcare regulatory standards in collaboration with Contract IT Companies.
Clinical & Business Systems Support
· Develops and implements business continuity protocols (Business Continuity Plan) to minimize disruption to business operations in the event of emergency situations or data loss.
Hands-On IT Support (Working Director Responsibilities)
· Provides timely orientation/onboarding and offboarding. Provides training to the staff for new software and procedures both initially and in an ongoing fashion.
Vendor & Budget Management
· Work with COO to manage financial aspects of the IT department, including purchasing, budgeting and budget review. Forecast costs, equipment and personnel needs for projects and programs as required and related to IT operations.
· Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
· Creates and maintains a prioritized, ongoing capital and minor equipment needs list for budgeting purposes.
