The Cartesian Company is seeking an In-House Civil Engineer to support the planning, design, permitting, and execution of infrastructure and site development projects across the company’s national portfolio of workforce housing developments. This role will work closely with executive leadership, development teams, construction operations, consultants, and jurisdictional agencies to help accelerate project delivery while maintaining high standards of quality, constructability, and cost control.
The In-House Civil Engineer will play a critical role in coordinating civil engineering activities and supporting entitlement and permitting efforts throughout due diligence and predevelopment. The position requires strong technical knowledge, practical field awareness, and the ability to manage multiple projects in fast-paced environments with accelerated timelines.
Key Responsibilities:
1. Site Planning & Civil Design Coordination:
· Support conceptual planning, layout, and infrastructure design for workforce housing, RV parks, and commercial residential developments.
· Coordinate with third-party civil engineers, surveyors, geotechnical consultants, utility providers, and jurisdictional agencies.
· Review and manage civil engineering plans, grading plans, drainage studies, utility layouts, roadway designs, and stormwater systems.
· Assist in developing efficient site layouts focused on constructability, operational efficiency, and speed to market.
2. Permitting, Entitlements & Regulatory Coordination:
· Support zoning, permitting, and entitlement efforts across multiple jurisdictions nationwide.
· Coordinate with municipal agencies, utility districts, environmental consultants, and regulatory authorities.
· Assist with preparation and review of permitting applications, engineering submissions, and agency responses.
· Track approval timelines, permitting requirements, and compliance obligations throughout project execution.
3. Infrastructure & Construction Support:
· Provide engineering oversight and support during active construction operations, as needed.
· Coordinate with Park Group Construction field teams regarding sitework, utilities, drainage, paving, and infrastructure installation.
· Review contractor submittals, RFIs, change requests, and field conditions for alignment with project objectives.
· Conduct periodic site visits to monitor progress, identify issues, and support timely resolution of field challenges, as needed.

· Review plans and field conditions to identify potential design conflicts, constructability concerns, or operational risks.
· Ensure engineering activities align with applicable codes, standards, and company objectives.
· Support implementation of practical, cost-effective infrastructure solutions while maintaining quality standards.
Requirements:
Experience: 5+ years of experience in civil engineering, land development, infrastructure design, site development, or related project engineering roles. Experience supporting commercial, industrial, multifamily, workforce housing, RV park, or large-scale site development projects preferred.
Education: Bachelor’s degree in Civil Engineering or related discipline required. Professional Engineer (P.E.) license preferred or ability to obtain licensure.
Skills & Attributes:
· Strong understanding of civil engineering principles, site development, drainage, utilities, grading, and infrastructure systems.
· Experience coordinating engineering consultants, contractors, and public agencies.
· Working knowledge of permitting and entitlement processes across multiple jurisdictions.
· Ability to manage multiple projects and shifting priorities in fast-paced environments.
· Strong organizational, analytical, and problem-solving skills.
· Excellent communication and coordination abilities.
· Proficiency in AutoCAD Civil 3D, Bluebeam, Excel, and standard project management software preferred.
· Practical, solutions-oriented mindset with strong attention to detail and constructability.
· Comfortable operating both strategically and hands-on in active development and construction environments.

Pay: $80,000.00 - $110,000.00 per year
