Overview
Navy Federal Credit Union is seeking a highly skilled Senior Application Engineer to lead the support, enhancement, and development of Oracle HCM Cloud solutions. This role will serve as a technical expert and strategic partner to business stakeholders, driving innovation, managing system upgrades, and delivering scalable, secure, and efficient solutions. The ideal candidate will have deep hands-on experience with Oracle HCM Cloud modules and tools, as well as a strong background in enterprise integration and application development.

Responsibilities
Lead the design, development, and support of integrations using Oracle Integration Cloud (OIC), HCM extracts, HDL, Rest APIs, and other Oracle HCM tools.
Collaborate with Business Analysts, HR teams, and developers to gather and analyze requirements for reports, interfaces, extensions, and integrations.
Translate business and system requirements into detailed technical designs and documentation.
Develop and maintain data conversions, custom reports, and application extensions using HCM Extract, BI Publisher, OTBI, FDI, and other Oracle tools.
Provide technical leadership in planning and executing system enhancements, upgrades, and customizations.
Troubleshoot and resolve technical issues during development and post-production support.
Manage and resolve Oracle Service Requests in coordination with Oracle Support.
Conduct unit testing and ensure quality assurance of delivered solutions.
Identify opportunities for process improvements and present recommendations aligned with best practices.
Ensure compliance with Navy Federal Credit Union’s ETS standards and development methodologies.
Expert in Oracle Cloud tools: OIC, HCM Extracts, HDL, HSDL, BI Publisher, Fast Formula, Page Composer, Page Configurator, VBCS, Redwood Design System.
Hands-on experience with Oracle HCM Cloud modules.
Strong understanding of REST APIs, SOAP, and Web Services.
Expertise in Oracle Cloud Application Security, including job/data roles and security policies.
Familiarity with Oracle Risk Management tools, Advanced Controls, and Segregation of Duties rules.
Qualifications
Bachelor’s degree in information technology, Computer Science, or related field.
Proven experience in:
BI Publisher report development and troubleshooting.
Interface development and application security roles.
Workflow approvals and enterprise integration using Oracle Integration Cloud (OIC).
OIC adapters (SOAP, REST, FTP, and pre-built) are aligned with data-mapping requirements.
Oracle Fusion Cloud data import processes using FBDI and HDL via OIC.
Proficiency in PL/SQL and middleware technologies such as MuleSoft and OIC.
Excellent analytical, communication, and presentation skills.
Ability to convey complex technical concepts clearly and concisely.
Demonstrated leadership in guiding and mentoring technical teams.
Experience in resource planning, personnel management, and IT operations.
Proven ability to work effectively across all organizational levels and with external vendors.
Desired Qualifications
Knowledge of NFCU operations, processes, and procedures
Certification in appropriate areas: CSM/PMP, ITIL, etc.
PeopleSoft database knowledge
Oracle AI Agent Studio or Co-pilot Agent development experience.
