This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Job Summary

The Statewide HIV Strategies & Services Coordinator provides leadership for the action plan development, implementation, monitoring and evaluation of Minnesota’s HIV Strategies, primarily focusing on the legislatively mandated statewide strategy to end the HIV epidemic in Minnesota and the Integrated HIV Prevention and Care Plan (Integrated Plan). Statewide elements of work are implemented in coordination with the Infectious Disease Epidemiology, Prevention and Control Division at the Minnesota Department of Health (MDH) using approaches informed by community needs and priorities of people impacted by HIV. The Integrated Plan is implemented in coordination with MDH, Hennepin County’s Ryan White Program (HCRWP), and the Minnesota Council on HIV/AIDS Care and Prevention (MCHACP).

Responsibilities include:

• Lead and manage the continued development and coordination of the Integrated HIV Prevention and Care Plan, ensuring compliance with any/all other state/federal HIV strategies
• Initiate and develop projects ensuring that directly impacted partners are consulted, then convene project teams consisting of applicable state staff and other partners
• Oversee projects and project teams to ensure successful delivery and completion
• Create/promote innovative programs and create/support events and communications that meet the goals of Minnesota’s HIV Strategies
• Initiate strategic decision-making related to the design and delivery of HIV Care and Support Services throughout Minnesota to address HIV-related disparities and inequities and support the goals of Minnesota’s HIV Strategies
• Be part of the HIV Supports Division within the Aging and Disabilities Services Administration at DHS
• Coordinate the application of evaluation data within strategic decision-making processes for HIV Care and Support Services
• Support the development of legislation and policy to advance strategy and services implementation and outcomes
• Provide analysis, subject matter expertise leadership, and high-level consultation to multiple partner groups and serve on multiple work groups within the HIV sector to ensure alignment and coordination, prioritizing work with communities disproportionately impacted by HIV
• Develop and deepen relationships and collaboration across state agencies and units, county, city, and Tribal government agencies, and with community groups to advance the goals of Minnesota’s HIV Strategies

Qualifications

Minimum Qualifications

3 years of specialized professional experience in HIV programs, public health, human services, or a related field. Experience must include the following:

• Knowledge of HIV-related programs, policies, funding streams and service delivery systems sufficient to support program development, policy implementation, and strategic initiatives
• Experience leading complex projects and initiatives involving multiple partners, including government agencies, Tribal Nations, community-based organizations, health care providers, and other partners
• Experience analyzing and applying information to support program and policy decisions, including data analysis, policy analysis, strategic planning, business process improvement, fiscal analysis, organizational development, or program evaluation
• Experience facilitating group engagement with a variety of participants to gather information and feedback to inform development and refinement of strategic initiatives

Preferred Qualifications

• Experience working in HIV prevention, education, care, treatment, supportive services, or public health programs
• Experience with federal HIV funding programs and requirements, including those administered by the Centers for Medicare & Medicaid Services (CMS) and the Health Resources and Services Administration (HRSA)
• Experience working with communities disproportionately impacted by HIV and advancing health equity initiatives
• Lived experience and/or demonstrated commitment to serving communities most impacted by HIV-related health inequities
• Variety of experiences working effectively with others from different backgrounds and/or cultures
