Job Description
The Human Resources Manager serves as a strategic and operational leader responsible for overseeing all human resources functions across Business Interface Workforce Services, LLC (BI). This role ensures that HR practices align with BI’s mission of strengthening communities by breaking down barriers and building up the workforce, while maintaining compliance with federal, state, and local regulations governing workforce development programs. The HR Manager plays a critical role in supporting a multi-state workforce, ensuring consistency, compliance, and a high-performing organizational culture.

<Responsibilities>

• Oversee day-to-day HR operations including employee relations, onboarding, offboarding, and personnel records management
• Ensure compliance with all applicable laws and regulations, including state-specific labor laws across BI’s operating states
• Lead recruitment efforts for all program and administrative staff
• Partner with leadership to develop staffing plans aligned with contract requirements and performance goals
• Oversee job postings, candidate screening, interviewing, and hiring processes
• Serve as the primary point of contact for employee relations issues, providing guidance on conflict resolution, disciplinary actions, and investigations
• Support leadership in implementing Performance Improvement Plans (PIPs) and corrective actions
• Promote a positive workplace culture aligned with BI’s values of accountability, empathy, and continuous improvement
• Develop and coordinate staff training programs, including: New hire onboarding and orientation; Leadership development; Compliance and policy training
• Support career pathway development and internal promotion strategies
• Administer compensation structures, salary adjustments, and benefits programs
• Maintain HRIS systems and employee data integrity
• Analyze HR metrics (turnover, retention, time-to-fill) to inform decision-making

<Qualifications>

• Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred)
• Minimum of 5–7 years of progressive HR experience, including leadership responsibilities
• Experience in workforce development, government-funded programs, or multi-site operations strongly preferred
• Strong knowledge of employment law and regulatory compliance
• Experience managing HR in a multi-state environment
• Exceptional interpersonal and conflict resolution skills
• High level of discretion and professionalism
• Strong organizational and documentation skills
• Ability to balance strategic thinking with hands-on execution

Pay: $55,000.00 - $65,000.00 per year
