Job Overview
We are seeking an experienced Executive Director / Administrator to lead the operations of our private-duty home care agency serving Pinellas and Pasco Counties. The position is responsible to oversee agency operations, regulatory compliance, finances, human resources, and quality of service.
An active Florida RN license is preferred but not required; clinical supervision is led by the agency's RN Care Manager.
This position is dedicated solely to the Pinellas/Pasco location. The same ownership group operates a separate Touching Hearts at Home office serving Hillsborough and neighboring counties, for which this role carries no operational responsibility.
What You'll Do
- Provide overall leadership and management of day-to-day agency operations, including intake, scheduling, staffing, and care coordination
- Serve as, or train toward serving as, the agency's AHCA Administrator of record — ensuring compliance with Chapter 400, Part III, Florida Statutes, Rule Chapter 59A-8, Florida Administrative Code, and all applicable federal, state, and local regulations, and maintaining continuous readiness for AHCA and accreditation surveys
- Monitor the agency's budget and financial performance and ensure adherence to established financial guidelines and targets, reviewing billing, payroll, and accounts-receivable activity for accuracy across WellSky, ADP, and ACH/banking systems
- Oversee recruitment, development, supervision, and retention of office and caregiving staff
- Develop, implement, and maintain operational systems, workflows, and policies that support efficient and scalable service delivery
- Coordinate with the RN Care Manager to ensure continuity and quality of care
- Maintain accurate documentation within WellSky and provide regular operational reporting to ownership
- Support the agency's marketing and community-relations efforts in partnership with the VP of Business Development, serving as an operational liaison for referral partners and ensuring intake and onboarding convert referrals efficiently into active service
Required Qualifications
This role is open both to candidates who already qualify as a Florida home health agency Administrator and to candidates who will train toward qualifying over approximately one year in the role. To serve as the agency's AHCA Administrator of record, a direct (W-2) employee must be either:
- An active Florida-licensed physician, physician assistant, or registered nurse; or
- An individual with at least one (1) year of supervisory or administrative experience in home health care (or in a hospital, ambulatory surgical center, nursing home, or assisted living facility), per Section 400.476, Florida Statutes
Candidates who do not yet meet either option may accrue the required year of supervisory/administrative experience through this position.
In addition, the candidate must have:
- 3+ years of operational or administrative leadership experience managing staff in home care, home health, senior living, or a related healthcare setting
- Working knowledge of AHCA regulations and home care compliance requirements preferred (training provided)
- Proficiency with home care scheduling and management software (WellSky preferred) and payroll systems (ADP)
- Strong organizational, personnel-management, and communication skills, with the ability to exercise independent judgment
- Ability to pass a Level 2 background screening and drug test
- A valid Florida driver's license and reliable transportation
Preferred Qualifications
- Active Florida RN license
- Previous home care agency Administrator or Executive Director experience
- Bachelor's degree in healthcare administration, business, human services, or nursing
- Established relationships within the Pinellas, Pasco, and greater Tampa Bay senior care community
- Experience with financial management, team development, and quality-improvement programs
Compensation & Benefits
- Base salary of $82,000–$98,000, commensurate with experience and credentials; candidates with an active Florida RN license may be considered toward the upper end of the range
- Uncapped monthly performance incentive tied to growing and sustaining billable client hours ($25,000–$50,000 annually at target)
- Total target compensation: $107,000–$148,000
