Systems Software Programmer Consultant
Concordant LLC | Hybrid - Cayce, SC
Concordant LLC is seeking a Systems Software Programmer Consultant to support a public sector modernization initiative based in Cayce, SC. This is a 12 month contract position with the possibility of extension, focused on developing and modernizing financial and HR administrative systems using the Angular framework and supporting DevOps practices.
This role works closely with HR, IT, Finance, and Operations teams to translate technical requirements into scalable system solutions. Candidates should be self motivated, team oriented, comfortable working under limited supervision, and able to build strong working relationships across diverse teams.
Responsibilities
Application Development and System Support
- Develop, enhance, and maintain financial and administrative applications using the Angular framework
- Understand existing system architectures, integrations, and dependencies
- Identify technical gaps, performance issues, and modernization opportunities in legacy systems
- Implement system improvements through reliable, secure, and scalable code
- Maintain technical documentation, coding standards, and development procedures
- Support all phases of the software development lifecycle including design, development, integration, deployment, and maintenance
DevOps, Testing and Implementation
- Develop and maintain CI/CD pipelines to automate build, testing, and deployment processes
- Perform unit, integration, regression, and automated testing to ensure code quality and system reliability
- Participate in system upgrades, code refactoring, security patches, and platform modernization projects
- Support production deployments and collaborate with infrastructure teams on stable, secure releases
- Coordinate release schedules with cross functional stakeholders
Technical Documentation and Knowledge Sharing
- Create and maintain documentation for application architecture, APIs, integrations, and deployment processes
- Document best practices for coding, DevOps workflows, and security compliance
- Provide technical guidance to team members to improve development practices
Data Integrity, Reporting, and Integration Support
- Develop and maintain application logic and API integrations that ensure data accuracy and consistency
- Support reporting needs by building or optimizing system components that feed tools such as Power BI
- Troubleshoot data inconsistencies and implement technical solutions to improve performance
System Optimization and Modernization
- Refactor legacy code and migrate aging applications to modern frameworks and platforms
- Identify automation opportunities to replace manual workflows
- Collaborate with subject matter experts to understand functional needs and translate them into technical solutions
Project Participation and Collaboration
- Contribute technical expertise to project plans, development schedules, and resource estimates
- Participate in technical design reviews, sprint planning, and Agile ceremonies as needed
- Track work items in the agency ticketing system with accurate progress reporting
- Assist project teams in identifying technical risks and recommending solutions
Collaboration, Communication, and Security
- Work closely with HR, IT, and Finance teams to ensure applications align with business requirements
- Update and maintain technical content within SharePoint or other collaboration platforms
- Adhere to all IT development, security, and data protection standards, including compliance with federal and state regulations
Required Skills
- 3+ years of experience developing modern web applications using PrimeNG, TypeScript, JavaScript, HTML, and CSS
- 3+ years of experience developing RESTful APIs and backend services using ASP.NET Core
- 3+ years of experience with Microsoft SQL Server including database design, data modeling, stored procedures, performance optimized queries, and SQL troubleshooting
- 3+ years of experience with DevOps practices
- 5+ years of experience with manual and automated system testing throughout the SDLC
- 3+ years of experience creating technical documentation
- Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems, such as HIPAA
Preferred Skills
- Experience with industry standard information security practices such as NIST, HIPAA, or CJIS
- Experience with IT implementation projects
- Experience with Power BI or supporting data pipelines for reporting and analytics
- Familiarity with infrastructure or cloud technologies such as Azure
- Experience with SharePoint or collaborative content management platforms
Education
Bachelor's or Master's degree in a relevant field, or equivalent work experience.
Other Requirements
- Must be able to pass a 7 year credit history and criminal background check
- E-Verify, confidentiality agreement, and Business Associate Agreement required

Pay: $77,233.84 - $87,936.00 per year
