Position Summary
PEM is seeking a Junior Proposal / Technical Writer to support federal construction, facilities, environmental, and professional services proposals. This role supports the Proposal Manager by developing compliant written content, organizing proposal inputs, proofreading documents, maintaining proposal libraries, and assisting with final production. The ideal candidate is a strong writer with excellent attention to detail, strong follow-through, and the ability to learn federal proposal requirements in a deadline-driven environment.
This will be a great opportunity for a recent college graduate who demonstrates strong writing fundamentals, intellectual curiosity, and genuine motivation to build a career in federal government contracting. The right entry-level candidate will receive structured mentorship and hands-on development from an experienced Proposal Manager.
Key Responsibilities
- Draft and edit proposal content, including technical narratives, management approaches, past performance write-ups, resumes, project descriptions, and compliance responses.
- Review solicitations, RFPs, RFQs, IFBs, and task order requests to identify proposal instructions, evaluation factors, formatting requirements, and submission requirements.
- Support proposal outlines, compliance matrices, writing assignments, review schedules, and production checklists.
- Translate technical input from project managers, subcontractors, and subject matter experts into clear, compliant, evaluator-focused proposal content.
- Proofread and format proposal documents for grammar, consistency, compliance, page layout, font, margin, and production requirements.
- Maintain proposal libraries, including past performance narratives, resumes, project descriptions, templates, certifications, and reusable content.
- Support final proposal production, including PDF assembly, file naming, quality control, and submission package preparation.
- Track writing assignments, deadlines, missing inputs, and review comments.
- Support related technical writing needs, including reports, submittals, procedures, corporate capability materials, and marketing content.
Required Experience & Skills
- Strong writing, editing, proofreading, and document organization skills.
- Ability to write clearly, accurately, and professionally under deadline pressure.
- Strong attention to detail and ability to follow formatting, compliance, and submission instructions.
- Proficiency in Microsoft Word, including styles, formatting, tables, headers/footers, and templates.
- Ability to manage multiple assignments, shifting priorities, and deadline-driven work.
- Professional communication skills and ability to work with remote teams.
- Bachelor’s degree in English, Communications, Technical Writing, Journalism, Business, Construction Management, or related field preferred, or equivalent writing experience.
- Legally authorized to work in the United States.
Education & Eligibility
- Bachelor's degree in English, Communications, Technical Writing, Journalism, or a related field preferred.
- Recent college graduates with strong writing fundamentals and demonstrated motivation to learn federal contracting are encouraged to apply. PEM will provide structured training and mentorship for the right candidate.
- Candidates with 2 or more years of relevant, verifiable writing experience in federal contracting, construction, facilities, or technical fields are strongly preferred.
- Must be legally authorized to work in the United States.
Preferred / Advantageous Skills
- Experience with federal government proposals, especially construction, environmental, facilities, or professional services.
- Familiarity with RFPs, RFQs, IFBs, task orders, IDIQs, MATOCs, GWACs, or source selection terminology.
- Experience with Adobe Acrobat, SharePoint, Teams, PowerPoint, Canva, or proposal management tools.
- Exposure to FAR/DFARS, Section L/M, compliance matrices, past performance, resumes, or proposal production.
- APMP certification, proposal training, or interest in APMP certification.
- Familiarity with HUBZone, small business, 8(a), or federal contracting environments.
Work Location and Schedule
This is a remote position. Candidates must be available during standard Eastern Time business hours for proposal coordination, team meetings, and deadline-driven production support. Occasional extended hours may be required during major proposal submissions.
Success in This Role Looks Like
Within the first 90 days, the successful candidate will be able to:
- Format proposal documents using PEM templates and solicitation instructions.
- Draft basic past performance, resume, and technical sections with Proposal Manager guidance.
- Track missing inputs and proposal action items without repeated follow-up.
- Proofread and identify formatting, consistency, grammar, and compliance issues.
- Support final production without creating last-minute rework.
- Learn PEM’s proposal style, terminology, library structure, and submission process.
Compensation: $50,000 to $55,000 annually. This role is structured for an early-career or junior-level writer who will receive hands-on training in federal proposal development.
