Job Overview

We are seeking an experienced finance leader to serve in a key executive role. This position is integral to the utility's long-term success, providing strategic leadership in financial planning, budgeting, compliance, human resources, and customer service. Working as a part of our leadership team, you will help ensure sound financial stewardship, responsible management of public resources, and exceptional service for our customers.

Duties

• Manages the day-to-day activities of Accounting, Finance, Human Resources, and Customer Service.
• Administers personnel policies, procedures and benefits, and customer service policies & procedures.
• Manages the accounting systems from trial balance to financial statement to accomplish the proper recording, measuring, and reporting of all operations, assets, and liabilities.
• Analyzes and interprets monthly financial statements and related reports and statistics on operations.
• Develops and maintains short- and long-range cash forecasting and planning.
• Develops and maintains a complete system of budgeting control and administers the budget program.
• Assures financial statements, reporting, and policies follow general statements and general accepted accounting principles (GAAP), Financial Accounting Standards Board rulings, FERC, State and Local Government, and any current Bond Resolutions.
• Schedules and assists with regular cost of service studies for the purpose of setting electric rates and service charges.
• Responsible for BLP internal and external auditing.
• Responsible for compliance with utility risk management and loss control practices.
• Coordinates property/liability insurance renewals and policies and assures timely filing of insurance claims, required State reporting and related documents.
• Attends and participates in Board of Directors meetings as required.
• Negotiates miscellaneous contracts.
• Consults with legal consulting professionals, participates in municipal agencies and associations.
• Participates in strategic planning matters.
• Recommends various policies and procedures to obtain and maintain Board goals and objectives.

Requirements

• Bachelor’s degree in Business Administration with a major in Accounting.
• Ten years' experience in performing professional accounting tasks; or an equivalent combination of training and experience.
• Knowledge of the principles and practices of governmental accounting, preparation and analysis of financial statements and reports, information systems, risk management, and miscellaneous contract negotiations.
• Skill in devising and maintaining accounting methods, techniques and procedures, preparation of accounting reports and statements, analyzing data, detecting errors, and correcting inconsistencies, establishing accounting systems, short- and long-range cash planning and forecasting, risk management, and miscellaneous contract negotiations.
• Skill and knowledge in the supervision, planning, and coordinating of finance and human resources activities.

Pay: $120,000.00 - $140,000.00 per year
