Agency Director / Medicare Operations Manager

We are an established and highly successful insurance organization with multiple high-performing business divisions, expanding aggressively into the Medicare Advantage and Medicare Supplement insurance market.
We are seeking an experienced Agency Director / Medicare Operations Manager to build, lead, and scale a world-class Medicare agency. This is not a typical management role. We are looking for an executive-level operator capable of taking full ownership of agency performance while working with company leadership to drive long-term growth.
The successful candidate will be provided with the infrastructure, technology, recruiting resources, compliance support, and operational backing necessary to build an industry-leading Medicare organization.
Position Overview
You will oversee the complete day-to-day operations of our Medicare agency while developing scalable systems that drive sales, compliance, agent performance, customer satisfaction, and profitability.
You will be responsible for building an organization that consistently delivers exceptional enrollment quality while maintaining strict compliance with all CMS and carrier requirements.
This role reports directly to executive leadership and offers significant growth opportunities as the organization expands nationwide.
Primary ResponsibilitiesAgency Leadership
- Lead the overall Medicare Advantage and Medicare Supplement business.
- Develop strategic growth plans for agency expansion.
- Build a high-performance sales culture.
- Establish KPIs across all operational departments.
- Drive agency profitability and operational efficiency.
- Manage agency budgets and performance metrics.
- Report weekly and monthly business performance to executive leadership.
Sales Management
- Recruit, interview, hire, and onboard Medicare agents.
- Develop sales teams capable of consistently meeting production goals.
- Create performance scorecards.
- Coach underperforming agents.
- Build incentive programs.
- Increase agent retention.
- Monitor production and conversion metrics.
- Optimize lead utilization and ROI.
- Develop cross-selling opportunities.
Medicare Expertise
Must possess expert-level knowledge of:
- Medicare Advantage

Compliance & Quality Assurance
- Ensure full CMS compliance throughout all sales operations.
- Develop and maintain Quality Assurance programs.

- Handle escalated compliance issues.
- Maintain carrier standards.
- Conduct internal audits.
- Develop corrective action plans.
- Train agents on regulatory changes.

Required Qualifications
- Minimum 7+ years of Medicare insurance industry experience.
- Minimum 5+ years managing Medicare sales teams.
- Proven experience leading high-performing Medicare agencies.

- Experience managing Quality Assurance programs.
- Experience building sales processes and operational workflows.
- Strong leadership and people management skills.
- Excellent analytical and reporting capabilities.
