Founded in 1993, The Hume Center is a federally certified Community Mental Health Center (CMHC) that provides comprehensive behavioral health services through 20 programs across five clinics, several School Based satellite clinics, and community offices in Alameda and Contra Costa counties. About the Role

The Community Clinical Program Director (CCPD) provides strategic clinical leadership to foster a high-performing multidisciplinary behavioral health service environment. This role is responsible for the oversight of clinical training, supervision, and program administration, ensuring adherence to the highest ethical and professional standards while maintaining rigorous compliance with contractual and regulatory mandates, and performance deliverables. The CCPD champions the Community Mental Health (CMH) and Primary Behavioral Health Clinician (PBHC) models to ensure integrated, client-centered care.

Minimum Requirements

Required

• Ph. D. or Psy.D., in Clinical Psychology, or related field
• Licensed as a Psychologist in the State of California
• Four years’ clinical experience providing psychology services.
• At least two years of clinical supervisory experience.
• Must be willing to work full time, minimum 40 hours/week, five days a week, in the clinic and community. Must be willing to work evenings/weekends as needed.
• Demonstrate primary professional commitment and knowledge for representation of The Hume Center.
• Possess a valid California Driver’s license. Must be willing to use your own vehicle and valid car insurance for work related travel. This job requires travel between clinics and community sites in Contra Costa and/or Alameda Counties at times. Transporting patients in your car and sometimes in a staff van. Mileage reimbursement is paid for all work-related travel.
• Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.
• A history of maintaining confidentiality and discretion in all professional relationships
• Proficient in using GSuite (including Gmail, Drive, Sheets, Slides, etc), various Microsoft programs (including Word, Excel, and PowerPoint), and Electronic Health Records (EHR)
• Ability to pass pre-employment background check, Physical, and TB clearance

Preferred

• Proficiency in communication in any one of the following languages in addition to English: Spanish, Farsi, (Pushto/Dari), Punjabi, Hindi, Tamil, Urdu, Gujarati, Cantonese, Mandarin, Vietnamese, or ASL or other language spoken in the Bay Area.
• Experience of conducting community engagement, outreach, consultation, and providing prevention/early intervention services in the community, to improve access to behavioral health services.
• Two years’ experience at the Hume Center
• Understanding of people management

What You’ll Do

Key Responsibilities:

I. On-Site Clinical Leadership & Program Management

• On-Site Clinical Guidance: Serve as the designated on-site clinical lead for assigned programs at the assigned clinic for all staff, resolving unique service requests and determining specialized clinical skills needed for complex client matching.
• Mission & Alignment: Drive and maintain individual program goals, objectives, and specialized clinical missions in strict alignment with contract expectations and The Hume Center’s broader organizational culture.
• Systems Integration: Direct and deliver clinical services utilizing the Primary Behavioral Health Clinician (PBHC) and Public Health models of community mental health.
• Cross-Functional Representation: Participate actively in Professional Leadership, Management, Operations, and Clinical Leadership (Training Consultants) meetings. Represent program services through strategic community outreach and educational presentations.

II. Operational Excellence & High-Accountability

• Operational Teamwork: Partner directly with the Operations team to execute cross-departmental administrative workflows, including work schedules, Weekly Standard Assignments (WSAs), direct service metrics, SMART goals, and time-off tracking.
• Referral & Provider Assignment: Consult on the clinical considerations and provider assignments for incoming referrals. (Note: While tactical referral management falls under the purview of the Director of Operations (DO) and Director of Clinical Program Operations (DCPO), the clinical appropriateness matches remain under clinical scope).
• Performance & Coaching (PIRF): Author clear Position Impact Results Frameworks (PIRF) for all direct reports. Collaborate with Organizational Development and Operations leaders to coach staff, embedding foundational PIRF tenets directly into their ongoing professional development.
• Capacity Planning: Maintain and manage real-time "Incident To" and Supervisor Coverage staffing plans to avoid any gaps in leadership oversight.
• Agile Team Support: Step in as a tactical substitute for clinical roles or fulfill assignments as the Supervisor of the Day to maintain continuous agency stability.

III. Professional & Clinical Supervision

• Direct Staff Supervision: Provide structured weekly individual clinical supervision and case consultations for assigned regular staff and trainees, intentionally practicing an enabling model of professional supervision.
• Graduate Training & Academics: Train, orient, and mentor staff, graduate students and early career professionals in community mental health applications. Ensure all trainees receive the exact supervision and didactic hours required to fulfill training contracts and board standards.
• Supervisory Groups & Consultation: Organize, facilitate, and participate in interactive didactic seminars, weekly peer consultation groups, and community mental health education circles.
• Diversity & Inclusion Advocacy: Provide dedicated consultation to ensure all service providers demonstrate deep clinical or clinical service support competence when working with culturally, socio-economically, and ethnically diverse populations, as well as applying resiliency, wellness, and addiction recovery approaches.

IV. Clinical Quality Assurance & Assessment Governance

• Clinical Records Oversight: Supervise and review clinical documentation (ie. Intake Evaluations, Comprehensive Assessments, Client Assessment of Needs and Strengths (CANS), and Intervention Plans) taking into consideration the multi-disciplinary clinical team member’s roles in service delivery.
• Clinical Documentation Compliance: Guarantee that clinical documents are completed in accordance with expected turn-around time frames, ensuring registration and clinical documentation and client service agreements are correctly secured.
• Auditing & Review Sign-off: Review and formally sign off on all supervisee case records.
• CQRT & Board Compliance: Maintain up-to-the-minute knowledge of professional Federal, State and County regulations, procedures, and forms. Actively participate in Clinical Quality Review Team (CQRT) sessions and promptly resolve Quality Assurance (QA) or routine contract audit findings.

V. Direct Clinical Services & Community Linkage

• Direct Care Delivery: Maintain hands-on clinical proficiency by delivering direct services within assigned programs.
• Complex Case Linkage: Consult with third parties on non-routine inquiries to determine appropriate care fits and facilitate external access and linkage to receiving services.
• Community Resource Mapping: Build and manage highly collaborative, long-term relationships with community liaisons via strategic phone, email, and in-person outreach.

VI. Organizational Alignment & Professional Development

• Internal Alignment: Meet with your designated supervisor weekly for individual supervision, demonstrating clear utilization of The Hume Center's organizational channels of communication.
• Team Leadership: Facilitate productive team meetings, serving as a responsive liaison who identifies necessary resources, manages reporting, prepares reports to present program highlights, and effectively communicates program needs to upper management.
• Organizational Alignment: Embody The Hume Center’s mission, work culture, and values by actively practicing an enabling, collaborative approach in all professional interactions.
• Meeting Attendance: Maintain consistent participation in all required organizational and departmental meetings.
• Continuous Licensing Education: Actively pursue Continuing Professional Development to keep your professional practice license in an active, positive status.
• Operational Agility: Fulfill additional duties and strategic priorities as directed by the Director of System of Care or executive leadership.
