Position Objective: The Program Analyst will provide support services to satisfy the overall objectives of the Fogarty International Center (FIC) within the National Institutes of Health.
The services to be performed, outlined below, support scientific planning, decision-making, and execution by the FIC Division of International Training and Research as well as mandatory Congressional reporting through the FIC Office of the Director.
Duties and Responsibilities:
- Collaborate with and support program officers on existing projects and/or the development, initiation and execution of new project initiatives.
- Compile and assess program activities to identify challenges and develop recommendations for improvement.
- Assist in conducting literature searches and provide summaries of findings as part of preliminary planning for new research activities and directions.
- Track action items and tasks, provide deadline reminders to Program staff; maintain spreadsheets of relevant information.
- Prepare slide sets on achievements of FIC grantees for scientific and programmatic presentations at conferences and meetings
- Conduct literature searches in PubMed, Web of Science and other information sources; manage references using bibliographic software.
- Conduct search for material for a specific programmatic need, using a NIH and other scientific databases to search for material in many cases.
- Create scientific search criteria for locating scientific, program and related information on the internet and other means, including literature and database searches.
- Conduct searches for material for a specific programmatic need and/or presentation; use a database to search for material as necessary.
- Design, develop and maintain databases, Listservs, spreadsheets, PowerPoint presentations and other computer applications.
- Perform logistical planning for various scientific meetings, conference calls, symposia, lectures, workshops and special projects.
- Work with staff to identify key issues and track action items and tasks, providing deadline reminders to Program staff and update and maintain spreadsheets of relevant information.
- Obtain information and data; review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts.
- Search scientific, program and related information on the Web and other means; perform literature and database searches.
- Develop periodic and special reports; search records and files, the Internet, background materials and precedent references.
- Work with program officers to develop and update funding opportunities for career development, research, and training programs.
- Work with program officers to conduct the administrative eligibility review of the applications.
- Monitor and track the status of applications at the following stages: peer review, award issuance, progress reporting, and post-award administration
- Draft requests for co-funding from other NIH Institutes and Centers.
- Work with staff to draft pay plans for grants that will be funded.
- Plan, organize and coordinate regular meetings with co-funding partners and project scientists involved in cooperative agreement awards.
- Attend regular meetings to provide needed information on FIC activities
- Report back to FIC OD on relevant updates

FIC Congressional input provided by FIC to be taken into consideration by NIH OD in the final justification year.
Basic Qualifications:
- Bachelor’s degree in public health or related field
- Public health research skills

Proficiency with MS Office Suite, strong oral and written communication skills

Knowledge of methods, metrics, tools, and techniques of program analysis, and strong analytical skills.
Preferred Qualifications:

Master’s degree preferred

Ability to communicate effectively, orally and in writing, with non-technical and technical staff

Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
