Soldier Township is located just north of the Topeka city limits, between 75 highway and K4 highway, and maintains over 125 miles of paved roads.

DEPUTY ROAD SUPERINTENDENT
SUMMARY
This is a Working Deputy Road Superintendent position. The Deputy Road Superintendent serves as the second-in-command of the Road Department and is expected to actively participate in field operations alongside Road Department employees when operational needs require. This includes operating heavy equipment, commercial vehicles, and performing road maintenance activities.
Under the direction of the Road Superintendent, this position assists with the planning, administration, supervision, and daily operation of the Road Department. The Deputy Road Superintendent provides direct supervision to the Road Foremen and road crews, coordinates daily work assignments, assists with personnel management, and ensures work is completed safely, efficiently, and in accordance with Township standards.
The Deputy Road Superintendent serves as Acting Road Superintendent in the Superintendent's absence and assumes responsibility for the overall operation of the Road Department.
Work is performed with considerable independence within established policies and procedures and requires sound judgment, leadership, technical knowledge, and the ability to effectively manage changing priorities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Assist the Road Superintendent in the planning, administration, and daily operation of the Road Department.
· Provide direct supervision, leadership, and guidance to Road Foremen and road crews.
· Coordinate and assign daily work activities to ensure projects are completed safely, efficiently, and on schedule.
· Serve as a working supervisor by operating heavy equipment, commercial vehicles, and performing road maintenance work alongside employees when necessary.
· Ensure compliance with Township policies, safety regulations, and applicable federal, state, and local laws.
· Monitor employee performance and assist with employee coaching, evaluations, discipline, and training.
· Participate in interviewing and selecting new employees.
· Investigate and respond to citizen complaints and assist in resolving operational issues.
· Prepare and maintain departmental records, reports, and project documentation.
· Monitor equipment and vehicle condition and coordinate preventative maintenance and repairs.
· Assist in developing annual operating budgets, capital improvement plans, and departmental goals.
· Review and approve expenditures as authorized.
· Complete payroll and other administrative duties in the Road Superintendent's absence.
· Attend Township Board meetings and other meetings as assigned.
· Coordinate emergency response activities involving the Road Department, including severe weather, flooding, snow and ice removal, and other emergency operations.
· Serve as Acting Road Superintendent during the Superintendent's absence, exercising full supervisory authority over department operations.
· Perform all other related duties as assigned.

Education and Experience
One of the following is required:
· Five (5) or more years of progressively responsible experience in road maintenance, construction, or public works, including supervisory experience; or
· An equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities necessary to perform the position.
Must possess a valid Kansas Class A Commercial Driver License (CDL) at the time of employment.
Knowledge, Skills, and Abilities
· Thorough knowledge of road maintenance, construction, drainage systems, snow removal, and equipment operations.
· Working knowledge of OSHA requirements, workplace safety practices, and traffic control standards.
· Ability to effectively supervise, motivate, and develop employees.
· Ability to organize multiple projects, establish priorities, and meet deadlines.
· Ability to exercise sound judgment and make independent decisions.
· Ability to communicate professionally and effectively with employees, contractors, elected officials, government agencies, and the public.
· Proficiency with Microsoft Office Suite and the ability to learn additional software programs as required.
· Ability to read and interpret construction plans, specifications, maps, and engineering documents.

Ability to read, analyze, and interpret governmental regulations, technical manuals, engineering documents, contracts, and professional publications.
Ability to prepare reports, correspondence, budgets, and other written communications.

Ability to calculate figures and amounts such as percentages, areas, volumes, grades, slopes, distances, and material quantities.
Ability to apply concepts of basic algebra, geometry, and practical mathematics commonly used in road construction and maintenance.

The employee must frequently lift and carry up to 50 pounds and occasionally heavier objects with assistance.

This position may require work outside normal business hours, including evenings, weekends, holidays, and emergency response situations such as snow removal, flooding, storm damage, or other public emergencies.
