This is a professional and technical position involved in systems analysis, evaluation, design, programming, implementation, and support of the City's application systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Reviews, analyzes, modifies, and maintains application systems and associated databases which may include design, programming, testing, debugging, documenting, and installing.
2. Gathers requirements from users, details application design, creates specifications, and may develop code for new programs, program enhancements, and database access in both on-line and batch environments.
3. Prepares clear and concise technical documentation and functional user documentation.
4. Assists in the evaluation and implementation of third-party software applications and development tools where appropriate.
5. Defines all data and system interface requirements affected by new applications.
6. Conducts thorough testing of new and modified applications prior to implementation.
7. Coordinates implementation of new and modified applications with the user department, ensuring satisfactory results.
8. Provides end user training on new applications or application enhancements.
9. Provides support to end users on a variety of issues. Troubleshoots issues with existing or developed systems and works with appropriate resources to resolve them. Responds to telephone calls, email, and personnel requests for application support. Tracks and monitors problems to insure timely resolution.
10. Provides supervisor with progress/status updates on a regular basis and ensures
supervisor is informed of any scheduling delays or conflicts.
11. Position subject to on call.
12. Position must be able to assist with other helpdesk issues as needed.
13. Remains cognizant of and works towards department mission and goals.
14. Shares tips, techniques, and information with peers.
15. Attends and participates in various meetings as required.
16. Performs software installation or computer room operations duties as needed.
17. Performs other work as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE
COMMUNICATION SKILLS
Ability to read, analyze, and understand general business/company related articles and professional journals; Ability to speak effectively before groups of customers or employees. Ability to write reports, business correspondence, and policy/procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
SUPERVISION RECEIVED
Under general direction, working from policies and general directives. Rarely refers specific cases to supervisor unless clarification or interpretation of the organization's policy is required.

ADDITIONAL SOFTWARE SKILLS
Must have knowledge of application programming languages and/or system development tools relevant to the IT area supported which includes one or more of the following: SQL Scripting, Microsoft SSRS and SSIS, Tableau, and ESRI.
Must have experience in relational database design and management with one or more of the following Database Management Systems: MS SQL-Server, Oracle, MS Access.
Must be able to utilize Microsoft Office applications and integrate with other application systems.
Must have experience with ad-hoc reporting tools, and Microsoft SQL Server Report Builder.
Must have the ability to analyze and interpret data and solve problems.
Must be able to read and comprehend technical and business material to stay abreast of technology trends and changes.

All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.
Training Programs
The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.
