SUMMARY:

Under supervision of the Executive Housing Director, this position is responsible for the effective management of low-income rental units, and for operating and maintaining them in accordance with policies and procedures established by the Housing Authority and other applicable regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and or skills required. Other duties may be assigned.

• Processes and reviews applications for occupancy;
• Maintains accurate up-to-date waiting lists;
• Executes, enforces and evaluates rental agreements;
• Thoroughly explains Housing Authority policies to applicants and tenants;
• Advises tenants on care of Housing Authority-owned equipment and property;
• Performs annual and move-in/move-out inspections and necessary work orders to ensure proper maintenance of units;
• Maintains required records and conducts annual tenant re-examinations and property inspections;
• Conducts periodical examinations of tenant eligibility factors;
• Advises and assists tenants concerning serious occupancy problems;
• Initiates appropriate actions on delinquent accounts; accepts rent monies and issues receipts; maintains satisfactory tenant-management regulations; assists in furnishing data for annual operating budgets;
• Prepares and submits required fiscal, statistical, or other reports;
• Develops and maintains both a short and long-term maintenance plan;
• Coordinates with staff for routine building and grounds maintenance;
• Plans, organizes, and initiates preventive maintenance work, and operates within budget limitations;
• Consults with Executive Housing Director on matters relating to finance, maintenance standards, tenant relations, eligibility problems, policies and procedures;
• Advises and makes recommendations concerning matters involving policies and rental agreements;
• Investigates and resolves tenant conflicts;
• Assists in gathering and finalizing data for use at informal and formal reviews/hearings;
• Reviews and processes maintenance requests, and verifies completion;
• Assists with phone calls and greeting walk-ins;
• Assist with tenant services, and provides information about available onsite and community services and resources;

KNOWLEDGE AND ABILITIES:

• Knowledge of basic math principles sufficient to perform essential job functions;
• Knowledge of housing management and other applicable software;
• Strong knowledge of record organization and maintenance;
• Demonstrated skill in learning, interpreting, providing guidance on federal, state, and local laws, rules, and regulations and procedures pertaining to housing programs (HUD & LIHTC preferred);
• Demonstrated skill in operating basic office equipment such as telephone, fax, copier, and computer;
• Demonstrated skill in active meeting facilitation and participation;
• Ability to establish and maintain effective working relationships with co-workers, and tenants;
• Ability to communicate with people from a broad range of socio-economic backgrounds;
• Ability to understand the Housing Authority's strategic goals and structure;
• Ability to meet and deal tactfully and courteously with tenants and the general public;
• Ability to understand and follow moderately complex written and oral instructions;
• Ability to communicate and relate to persons of diverse backgrounds and abilities;
• Ability to make routine decisions in accordance with established administrative rules, regulations and policies;
• Ability to explain the inspections process to tenants in an objective and impartial manner;
• Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility;
• Ability to multi-task, prioritize, and resolve problems;
• Ability to communicate clearly, concisely, verbally and in writing;

EDUCATION AND/OR EXPERIENCE:

Bachelor’s Degree in business administration, public administration, or related field and/or a minimum of four years of or any equivalent combination of education, training and experience which provides the required skills, knowledge, and abilities.

OTHER REQUIREMENTS:

The individual must possess a valid Class “C” California Driver’s License and must be able to be insured by NFRIHA’s automotive insurance carrier. The individual must be able to pass a pre-employment drug screen and criminal background investigation.

The individual must have the ability to work with people from diverse cultures, ethnic and socio-economic backgrounds and possess a basic knowledge of Native American communities and always maintain cultural sensitivity.

PHYSICAL REQUIREMENTS:

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds. Ability to visually inspect properties, including grounds and building interiors as well as the ability to climb up and down stairs for inspections.

WORK ENVIRONMENT:

The employee's work involves the normal risks or discomforts associated with an office environment but are usually in an area that is adequately cooled, heated, lighted, and ventilated. The noise level in the work environment can vary.
