Position Overview

We are seeking an experienced, strategic, and results-driven Government Capture Manager to support our business development team and capture efforts within the public sector. In this role, you will be responsible for identifying, qualifying, and support winning major government contracts across Federal, State, and Local levels.

The Government Capture Manager owns the complete capture lifecycle from post-qualification through proposal submission. This individual will orchestrate cross-functional teams to construct winning strategies, design complex price-to-win models, and develop compelling, compliant solutions tailored to client environments.

Key Responsibilities

• Capture Execution: Lead high-priority capture pursuits from identification through contract award.
• Develop and execute comprehensive capture plans, including win themes, competitive analysis, and ghosting strategies.
• Pipeline Management: Identify, assess, and qualify new business opportunities using major government procurement databases (e.g., SAM.gov, GovWin, e-Buy).
• Customer Engagement: Cultivate relationships with key government stakeholders, program managers, and contracting officers to thoroughly understand their mission pain points and actively shape upcoming requirements.
• Teaming & Partnerships: Identify, vet, and support negotiation agreements with strategic teaming partners, subcontractors, and joint ventures to maximize win probability.
• Competitive Intelligence: Conduct black-hat sessions and competitor assessments to determine accurate 'Price-to-Win' (PTW) strategies and technical differentiation models.
• Proposal Collaboration: Partner closely with the Proposal Team and Technical Teams to seamlessly translate the capture strategy into a compliant, compelling, and high-scoring written proposal.
• Gate Reviews: Prepare and present robust briefing materials for executive-level milestone reviews.

Required Qualifications

• Experience: 5+ years of proven experience in government capture management, business
• development, or program management within the public sector.
• Track Record: A demonstrable history of supporting and winning prime contracts valued at $3M+ in
• the government space.
• Process Expertise: Deep familiarity with the capture management process or a similar structured
• lifecycle model.
• Industry Knowledge: Thorough understanding of the Federal Acquisition Regulation (FAR), Defense
• Federal Acquisition Regulation Supplement (DFARS), and government procurement vehicles
• (GWACs, IDIQ, BPA, etc.). Understanding of Government language environment.
• Clearance: Ability to obtain (or active possession of) a government security clearance. Preferred.
• Education: Bachelor’s degree in Business, Engineering, Information Technology, or a related field.
