Position Summary & Responsibilities

Position Summary:

The Clinical Program Director for the Psychiatric Services Program (PSP) serves as the primary clinical leader responsible for the development, implementation, and continuous evaluation of active treatment services, ensuring the delivery of high-quality, evidence-based, and patient-centered care. This role maintains overall accountability for the clinical integrity of the program, including ensuring that all treatment services meet regulatory requirements, align with best practices, and effectively address the complex needs of the patient population.

The position provides comprehensive oversight of clinical staff and programming, including establishing clear expectations for treatment delivery, monitoring patient outcomes, and guiding clinical decision-making. The Clinical Program Director supervises and supports Treatment Plan Coordinators and other clinical professionals to ensure treatment plans are timely, individualized, and fully integrated across disciplines. This role also ensures the accuracy, consistency, and compliance of clinical documentation, while promoting accountability and continuous professional development among staff.

In addition to direct clinical oversight, the role carries significant administrative and programmatic responsibilities, including analyzing program data, identifying trends, and leading performance improvement initiatives to enhance service delivery and patient outcomes. The director collaborates closely with the Administrative Program Director and interdisciplinary leadership to maintain regulatory compliance, develop and update policies, and ensure the program operates efficiently and effectively within organizational and legal standards.

The Clinical Program Director plays a central role in interdisciplinary collaboration, actively participating in treatment teams, executive committees, and organizational initiatives to ensure coordinated, comprehensive care. The position also provides leadership in specialized areas such as forensic evaluations and oversight of the psychology internship program, ensuring adherence to accreditation standards and fostering a high-quality training environment for future professionals.

As a key member of the hospital’s leadership team, the Clinical Program Director contributes to strategic planning, program development, and organizational governance. Through strong clinical leadership, data-driven decision-making, and a focus on quality improvement, this role advances patient care outcomes, strengthens staff performance, and supports the overall mission and effectiveness of the psychiatric hospital.

Job Responsibilities may include but are not limited to the following:

PSP Treatment Oversight & Clinical Supervision:

• The Clinical Program Director holds primary responsibility for the development, implementation, oversight, and continuous monitoring of active treatment services for all patients within the program, ensuring the delivery of effective, evidence-based care
• Establish and communicate clear expectations for clinical staff regarding the structure, frequency, and content of active treatment services provided to patients
• Monitor adherence to established clinical expectations and evaluate patient outcomes to ensure effectiveness and quality of care
• Ensure all treatment programming and service delivery are in full compliance with standards established by the Centers for Medicare & Medicaid Services (CMS)
• Conduct ongoing evaluations of program effectiveness and implement modifications to improve clinical outcomes and service delivery
• Oversee and evaluate individual staff performance on a regular basis, utilizing defined expectations and patient outcome data to guide supervision and feedback
• Provide leadership in the supervision, training, and professional development of clinical staff, ensuring effective integration of multidisciplinary contributions to optimize treatment outcomes
• Maintain current knowledge of applicable standards and best practices, including those from the Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC), Kansas Department of Health and Environment (KDHE), and the broader field of Psychology, and incorporate updates into program design and implementation
• Oversee the review and quality of forensic evaluation reports, ensuring accuracy and timely completion for Psychiatric Services Program (PSP) patients
• Ensure treatment plans are developed and updated in a timely manner and provide supervision to Treatment Process Coordinators to maintain compliance and quality standards
• Participate in Clinical Executive Committee consultations and provide clinical expertise to inform organizational decision-making
• Attend and contribute to treatment team meetings on a routine basis to provide clinical oversight, guidance, and recommendations, and to monitor the quality of care delivered
• Provide ongoing direction, consultation, and support to clinical staff within the PSP Program to ensure adherence to clinical standards and program expectations
• Lead and participate in performance improvement initiatives aimed at enhancing patient care, safety, and program effectiveness
• Serve as an active member of hospital leadership and key committees, including Administrative Executive Committee (AEC), Clinical Executive Committee (CEC), and Risk Management Committee (RMC)
• Oversee the American Psychological Association (APA)-accredited Psychology Internship Program, ensuring compliance with accreditation standards and the provision of high-quality training experiences

Program Administration Oversight

• Provide strategic direction, leadership, and guidance to clinical staff to promote the delivery of efficient, effective, and high-quality services, including the initiation and active participation in performance improvement initiatives aligned with clinical objectives
• Collect, analyze, and report program data and key performance indicators related to active treatment services to the Administrative Program Director (APD) and Superintendent to support informed decision-making and accountability
• Develop, maintain, and routinely update comprehensive descriptions of program structure, services, and treatment approaches to ensure clarity, accuracy, and alignment with organizational and regulatory expectations
• Oversee the administration, coordination, and ongoing evaluation of clinical programming within the Psychiatric Services Program (PSP) to ensure consistency, effectiveness, and alignment with patient care goals
• Systematically review data and feedback from multiple sources—including Customer Relations and Referral Services, Risk Management, Safety Committee reports, consumer satisfaction surveys, patient and staff communications, direct observations, and medical record audits—to identify trends, risks, and opportunities for program enhancement
• Collaborate with program leadership and interdisciplinary teams to develop and implement targeted improvement strategies that strengthen clinical service delivery and patient outcomes
• Partner with the Administrative Program Director to develop, review, and maintain the Psychiatric Services Program policy manual, including drafting, revising, and obtaining approval for clinical policies and procedures
• Ensure ongoing program compliance with hospital policies and procedures, applicable state and federal laws and regulations, and standards established by accrediting and regulatory bodies, including Centers for Medicare & Medicaid Services (CMS) and The Joint Commission (TJC)
• Monitor regulatory changes and accreditation requirements and integrate updates into program operations, policies, and clinical practices to maintain full compliance and readiness for review.

Coordination and Interdisciplinary Collaboration

• Actively participate in hospital committees, task forces, and assigned initiatives to support the organization’s mission, vision, and strategic priorities
• Collaborate with hospital administration, program directors, clinical department leaders, and support services to ensure the delivery of coordinated, efficient, and high-quality clinical services across the continuum of care
• Engage in interdisciplinary workgroups and organizational initiatives to promote integration of services, problem-solving, and continuous improvement efforts
• Seek and incorporate clinical expertise and consultation from Clinical Department Heads and other qualified professionals to inform decision-making, program development, and patient care strategies
• Serve as an active member of the Clinical Executive Committee (CEC), contributing clinical leadership, program insight, and recommendations to support organizational governance and quality oversight
• Partner with the Administrative Program Director to develop, implement, and monitor procedures and operational approaches that ensure compliance with applicable standards and regulations, including those established by the Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC), and Kansas Department of Health and Environment (KDHE)
• Facilitate effective communication and coordination across departments to support seamless service delivery and optimal patient outcomes
• Perform additional duties and responsibilities as assigned to support operational needs and organizational effectiveness

Recruitment, Training, and Performance Management

• Works with APD and Clinical Department Heads as needed to ensure optimal selection and supervision of clinical staff.
• Collaborate with the Administrative Program Director (APD) and Clinical Department Heads to support effective recruitment, selection, and retention of qualified clinical staff, ensuring alignment with program needs and organizational standards
• Provide comprehensive orientation and onboarding for clinical staff, ensuring a clear understanding of program expectations, clinical standards, and regulatory requirements
• Design, coordinate, and deliver ongoing training initiatives to enhance staff competency, clinical effectiveness, and adherence to evidence-based practices
• Conduct regular and systematic performance evaluations of assigned clinical staff, utilizing established outcome measures, performance indicators, and organizational benchmarks
• Establish clear performance expectations and provide continuous feedback, coaching, and corrective action as needed to support staff development and accountability
• Participate in the development and implementation of clinical training plans, including the identification of measurable objectives and evaluation of training outcomes
• Promote a culture of continuous professional development by identifying skill gaps and facilitating targeted learning opportunities for staff
• Oversee and ensure the quality and integrity of both clinical treatment and educational components provided to patients and staff, incorporating best practice standards and current industry knowledge
• Support succession planning and workforce development initiatives to maintain a highly skilled and effective clinical team

Qualifications

Minimum Qualifications:

• Doctoral Degree (PhD or PsyD) in the field of Psychology or other compatible human service degree. Licensed as a Doctoral Level Psychologist by the Kansas Behavioral Sciences Regulatory Board (BSRB). Three years of supervisory experience. Strong communication skills, ability to strategically and analytically think through challenges. Upon offer for the position, must be able to pass a drug screen as well as complete background check to gain security clearance for campus.

Preferred Qualifications:

• Five years of supervisory experience. Experience overseeing a department, program, or other relatable situation where leadership skills are executed. Experience working within the medical, mental health, or correctional field involving individuals receiving patient care. Experience developing policies, procedures, treatment programs, and evaluations of treatment and court testimony.
