The Project Development Manager leads the execution of multifamily apartment developments from initial feasibility through construction completion and lease-up. This role is responsible for managing complex affordable housing projects, coordinating cross-functional teams, and ensuring developments are delivered on time, within budget, and in alignment with the organization’s mission.
The Manager serves as the primary point of contact for assigned projects and plays a key role in advancing high-quality, community-focused housing developments.
Key Responsibilities
Project Leadership & Execution
- Manage a portfolio of multifamily development projects through all phases: feasibility, acquisition, entitlements, financing, construction, and lease-up
- Develop and maintain detailed project schedules, budgets, and work plans
- Identify risks and implement mitigation strategies to keep projects on track
Financial Structuring & Deal Management
- Lead development of project pro formas and financial models
- Structure and secure project financing, including LIHTC, tax-exempt bonds, and local/state funding sources
- Oversee preparation and submission of funding applications (e.g., TCAC, CDLAC, city/county programs)
- Manage financial closing process with lenders, investors, and legal teams
Entitlements & Community Engagement
- Oversee zoning, entitlements, and permitting processes
- Represent the organization at community meetings, public hearings, and with local agencies
- Build relationships with public officials, stakeholders, and community partners
Design & Construction Oversight
- Manage design team (architects, engineers, consultants) to ensure cost-effective and high-quality outcomes
- Oversee contractor selection and construction process in collaboration with construction management staff
- Monitor construction progress, budgets, and change orders
Cross-Functional Coordination
- Collaborate with asset management, property management, and resident services teams to ensure successful project transitions
- Ensure operational considerations are integrated into development decisions
Portfolio & Organizational Support
- Contribute to pipeline development, site acquisition strategy, and feasibility analysis
- Mentor junior staff (e.g., Development Associates)
- Support organizational initiatives and special projects
Qualifications
Education
- Bachelor’s degree in Real Estate, Urban Planning, Business, Architecture, or related field required
- Master’s degree (MPP, MUP, MBA, MSRED) preferred
Experience
- 4–8+ years of experience in real estate development, with a focus on multifamily housing
- Direct experience managing affordable housing developments
- Experience leading projects through financing and construction strongly preferred
Skills & Knowledge
- Strong financial analysis and real estate modeling skills
- Deep understanding of affordable housing finance
- Knowledge of entitlements, zoning, and permitting processes
- Excellent project management and organizational skills
- Strong communication and stakeholder management abilities
Preferred Qualifications
- Experience in California affordable housing programs (e.g., TCAC, CDLAC, HOME, HCD)
- Familiarity with public-private partnerships
- PMP or similar project management training (nice to have)
Pay: $100,000.00 - $140,000.00 per year
