Founded in 1993, The Hume Center is a federally certified Community Mental Health Center (CMHC) that provides comprehensive behavioral health services through 20 programs across five clinics, several School Based satellite clinics, and community offices in Alameda and Contra Costa counties. About the Role

Provide exceptional leadership and oversight of the Center’s clinical services to adults and older adults according to the highest level of care, ethical and professional standards, as well as meeting national regulations and laws and state licensing board requirements. Maintain agency procedural manual for clinical services for adults and older adults in compliance with local, state, and federal regulations.

Responsible for an area of clinical practice in accordance with the organization’s mission, goals and objectives and provides expertise and training in that area. Help to create a supportive work environment, which enables staff so that they can learn to enable their clients and their families. Responsible for implementation of clinical policies and practice. Provides clinical training, facilitation, and consultation to clinicians and supervises Community Clinical Program Directors and Clinical Directors. Performing direct clinical services for the purposes of maintaining clinical skills and participation as a member of the clinical team.

Minimum Requirements

Required

• Doctorate degree in Clinical Psychology, or related field.
• Licensed as a Psychologist in the State of California.
• Eight years of clinical experience providing psychological services required.
• Four years of clinical supervision experience required.
• Demonstrate flexibility to handle organizational needs.
• Must be willing to work full-time, minimum 40 hours/week, and be present at The Hume Center five days a week. Must be willing to work some evenings and weekends when needed.
• Demonstrate primary professional commitment and knowledge for representation of The Hume Center.
• Proficient in using GSuite (including Gmail, Drive, Sheets, Slides, etc), various Microsoft programs (including Word, Excel, and PowerPoint), and Electronic Health Records (EHR).
• Possess a valid California Driver license. Must be willing to use your own vehicle and valid car insurance for work related travel. This job requires travel between clinics and community sites in Contra Costa and/or Alameda Counties at times.
• Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.
• Familiar with and/or able to work within the Family Partner and Consumer Empowerment shift.
• A history of maintaining confidentiality and discretion in all professional relationships.
• Ability to pass pre-employment background check, Physical, and TB clearance.

Preferred

• Proficiency in communication in any one of the following languages in addition to English: Spanish, Farsi, (Pushto/Dari), Punjabi, Hindi, Tamil, Urdu, Gujarati, Cantonese, Mandarin, Vietnamese, or ASL or other language spoken in the Bay Area.
• Experience of conducting community engagement, outreach, consultation, and providing prevention/early intervention services in the community, to improve access to behavioral health services.
• Two years’ experience at the Hume Center and attained at least Fully Satisfactory performance reviews regularly in previous positions at Hume Center.
• Understanding of people management.

What You’ll Do

Key Responsibilities:

I. Clinical Leadership & Strategic Oversight

• Clinical Governance: Supervise Community Clinical Program Directors (CCPDs), Clinical Directors, and Clinical Supervisors. Empower them to provide rigorous clinical leadership and maintain high-quality care across their respective clinics and programs.
• Mission & Program Development: Design, implement, and evaluate community mental health services in alignment with The Hume Center’s mission, contract expectations, and the teachings of the Community Behavioral Health Training Center. Participate in program development efforts that support the organization’s strategic plans.
• System Integration: Align clinical supervision and staff training with the foundational integration of Community Mental Health and Primary Behavioral Health Clinician (PBHC) models across multidisciplinary behavioral health teams.
• Leadership Collaboration: Maintain active participation in the Senior Clinical Initiatives Leadership Team (SCILT) and contribute to senior leadership, management, training, and clinical forums to drive agency-wide strategy.
• Continuous Improvement: Chair the Clinical Quality Review Team (CQRT) meetings, lead Clinical Supervisors Peer Consultation, and champion evidence-based research to optimize program development and clinical outcomes.
• Strategic Substitution: Serve as an agile leadership substitute for peer colleagues or roles within the scope of leadership to maintain continuous program stability.

II. High-Accountability Operations & Cross-Departmental Alignment

• Operational Partnership: Interface seamlessly with the Operations team to ensure clinical procedures complement and reinforce smooth clinic operations.
• Accountability & Performance: Develop professional Position Impact Results Frameworks (PIRF) for all positions under scope of oversight. Collaborate with Organizational Development and Operations leaders to coach direct reports, embedding core PIRF tenets and SMART goals into their ongoing professional development.
• Workforce Planning & Recruitment: Partner with the Finance Department, Director of Operations (DO), Director of Clinical Program Operations (DCPO), Training Department and Human Resources department on strategic program staffing, candidate interviews, selections, and placement.
• Administrative Diligence: Establish and maintain administrative workflows, including work schedules, Weekly Standard Assignments (WSAs), direct service reporting, time-off coverage, and maintaining up-to-date "Incident To" and supervisor coverage staffing plans.

III. Compliance, Quality Assurance, & Risk Management

• Regulatory Mastery: Maintain an expert, updated grasp on national, state, and county Behavioral Health regulations, professional State Board requirements, and contract funding mandates.
• Quality Assurance & Auditing: Oversee and guarantee the absolute quality assurance of clinical records, treatment authorizations, and clinical documentation in full compliance with local, state, and federal regulations.
• Risk & Grievance Management: Master and enforce The Hume Center’s Employee Handbook guidelines and grievance processes.

IV. Community Relations, Advocacy, & Outreach

• Stakeholder Engagement: Guide CCPDs in conducting strategic initial outreach and maintaining robust, high-accountability relationships with county liaisons, referral sources, and community partners.
• Public Presentation & Consultation: Represent The Hume Center’s clinical vision at community, county, state, and federal advisory, policy-making, and planning forums to help shape the future of the mental health profession.
• Resource Mapping: Cultivate deeply integrated collaborative networks, conducting community education and clinical consultations with third parties regarding service fit, access, and care linkage for complex inquiries.

V. Supervisory & Training Excellence

• Workforce Development: Oversee the orientation, training, and performance evaluations of direct service staff, trainees, and specialty independent contractors. Identify development needs and build clear, actionable professional growth plans.
• Clinical Supervision: Provide dedicated, weekly individual and group supervision to assigned supervisees, reviewing and signing off on all case records while participating in clinical case supervision case reviews.
• Risk Management: Direct crisis intervention protocols, accurately assessing self-harm risks and taking decisive, compliant clinical actions.

VI. Direct Clinical Services

• Continuity of Care: Maintain clinical edge and support agency bandwidth by providing direct services as required, including intakes, individual/group therapies, mental health assessments, and treatment plan formulations.
• Strategic Substitution: Serve as an agile leadership substitute for peer colleagues or roles within the scope of leadership to maintain continuous program stability.

• Supervision & Internal Alignment: Meet with your designated supervisor weekly for individual supervision, demonstrating clear utilization of The Hume Center's organizational channels of communication.
• Team Leadership: Facilitate productive team meetings, serving as a responsive liaison who identifies necessary resources, manages reporting, prepares reports to present program highlights, and effectively communicates program needs to upper management.
• Organizational Alignment: Embody The Hume Center’s mission, work culture, and values by actively practicing an enabling, collaborative approach in all professional interactions.
