General Summary:

The Program Manager oversees cross-functional team collaboration to ensure the successful execution and delivery of assigned projects within defined constraints of time, budget, and scope. Serving as the primary liaison, this role manages critical client communications and translates external requirements into actionable project milestones. The Program Manager must maintain exceptional professional relationships with both corporate clients and internal production teams, consistently upholding the company’s highest standards of ethical conduct and representation.

Duties/Responsibilities

• Execute thorough contract reviews on newly awarded and revised purchase orders to verify regulatory, technical, and commercial alignment.
• Serve as the primary technical point of contact for customer, managing technical inquires, specifications, and data exchanges.
• Oversee formal engineering change management processes with customers, ensuring all baseline modifications are correctly priced, documented, and approved.
• Analyze customer-furnished information, technical data packages (TDP), and military specifications to evaluate program scope.
• Initiate and lead program launch meetings across internal departments including Estimating, Shop Management, Engineering, Quality and Purchasing.
• Develop integrated master project plans outlining deliverables, critical path milestones, and required manufacturing flow.
• Authorize finalized work orders to drive engineering and shop-floor activity in strict accordance with quality, budget, and lead-time constraints.
• Using ATC’s quote and customer TDP as inputs, create an maintain manufacturing and purchasing Bills of Material, outlining which parts of a sellable assembly ATC will make, which ATC will buy, and how.
• Create, audit and approve manufacturing routers to ensure precise operational sequence, material allocations, and current engineering revision control.
• Enforce unambiguous definitions within shop-floor documentation regarding the required scope of work and quality verification steps.
• Interface continuously with department managers to resolve production bottlenecks, balance resource constraints, and optimize operational velocity.
• Partner with the Purchasing department to ensure sub-tier suppliers and outsourced processing vendors meet quality, cost and schedule demands.
• Track project costs and percent complete to ensure ATC jobs stay on budget.
• Facilitate routinely scheduled program reviews with defense clients, delivering transparent status updates on milestones, risks, and performance metrics.
• Maintain rigorous adherence to quality management systems, operating in strict compliance with ISO 9001 and AS9100 standards.

Qualifications and Skills:

· Proven success executing complex Department of Defense or military manufacturing programs.

· Familiarity with government procurement processes and defense acquisition lifecycles.

· Ability to interpret Technical Data Packages and guide programs featuring precision CNC machining, welding fabrications, assembly and CARC painting.

· Strong verbal and written skills to present program metrics and strategies to internal shop teams and defense clients.

· Demonstrated ability to build collaborative relationships across engineering, purchasing, and the production floor.

· U.S. Citizenship required with the ability to obtain and maintain a U.S. Security Clearance.

Education and Experience:

· Bachelor’s degree required; Degree in Engineering, Supply Chain, Finance, or business preferred (or equivalent combined education/experience).

· Minimum of 7 years of Program Management experience in defense, aerospace, or heavy manufacturing.

· Hands-on experience with ERP/MRP systems, including bills of materials, material planning, and scheduling.

Position Type and Expected Hours of Work:

This is a full-time salaried (Exempt) position requiring 40 to 50 hours per week based on workload. The regular work week is Monday through Friday, though weekend availability may be required in a support role to meet crucial manufacturing schedules and customer deliverables. Duties are performed in a dual setting, requiring an active presence in both a professional office environment and on the manufacturing shop floor.
