Supervisor - Foster Care Services – Nonprofit Leadership Role

Position Summary
FosterHope Sacramento is seeking a compassionate, organized, and experienced Foster Care Program Supervisor to lead and support our Foster Care Placement Services team.
This is a meaningful leadership role for someone who believes foster families are one of our greatest assets and that strong support, clear communication, and relationship-based practice create better outcomes for children, youth, and families.
The Foster Care Social Work Supervisor provides day-to-day oversight, coaching, regulatory guidance, and program support to ensure high-quality, trauma-informed, and compliant services. This position works closely with the Program Manager and agency leadership to strengthen practice, support staff development, maintain licensing standards, and help foster parents feel valued, informed, and supported.
We are looking for a supervisor who can balance compliance with compassion, accountability with encouragement, and structure with flexibility.

Primary ResponsibilitiesProgram Leadership & Supervision
- Provide regular supervision, support, coaching, and direction to foster care social workers and assigned staff.
- Support staff in managing caseloads, documentation, family support, crisis response, and regulatory requirements.
- Promote a positive team culture rooted in professionalism, accountability, collaboration, and support.
- Help staff strengthen assessment, documentation, family engagement, and case management skills.
- Review staff workload, caseload distribution, and program needs in collaboration with the Program Manager.
- Support onboarding, training, and ongoing professional development for social workers and interns.
Foster Family & Youth Support
- Support placement decisions and ensure thoughtful matching and placement stability whenever possible.
- Conduct announced and unannounced home visits as needed.
- Assist with crisis intervention, problem-solving, and family support.
- Attend CFTs, IEPs, NMD meetings, or other case-related meetings when supervisor support is needed.
- Interview foster families and youth, when appropriate, to gather feedback and improve program quality.
- Help ensure foster parents feel supported, heard, and connected to the agency.
Compliance, Quality Assurance & Documentation
- Ensure staff comply with Title 22, Interim Licensing Standards, mandated reporting requirements, agency policies, and best practice standards.
- Review case files, reports, assessments, and documentation to support quality, accuracy, and timely completion.
- Participate in file reviews, annual recertifications, PQI activities, and corrective action planning.
- Support preparation for Community Care Licensing visits, county reviews, audits, and internal quality improvement efforts.
- Work with the Program Manager to identify trends, training needs, and areas for program improvement.
Collaboration & Communication
- Maintain strong communication with the Program Manager, agency leadership, foster families, county partners, licensing representatives, and community providers.
- Participate in management meetings, PQI meetings, treatment team meetings, and all-staff meetings.
- Serve as a professional representative of FosterHope Sacramento with counties, CCL, schools, community partners, and foster families.
- Promote clear communication between staff and leadership to ensure concerns are addressed early and effectively.
Recruitment, Retention & Program Development
- Participate in foster family recruitment, community events, job fairs, and agency outreach efforts.
- Support efforts to strengthen foster parent retention, appreciation, and engagement.
- Assist with program development, policy implementation, and practice improvements.
- Help foster a culture of giving, community connection, and agency pride.
QualificationsRequired
- Master’s degree in Social Work or a related field approved by Community Care Licensing.
- Minimum of five years post-graduate experience.
- Direct experience in foster care, child welfare, behavioral health, or a closely related field.
- Knowledge of Title 22, Interim Licensing Standards, foster care regulations, mandated reporting, and child welfare practice.
- Valid California driver’s license, reliable transportation, current registration, and auto insurance.
- Ability to pass health screening, TB clearance, criminal background clearance, and Child Abuse Index clearance.
Preferred
- Prior supervisory or leadership experience.
- Experience working with foster families, resource parents, youth in care, county child welfare agencies, and Community Care Licensing.
- Knowledge of accreditation, PQI, or other quality improvement standards.
- Experience supporting staff with documentation, assessment, crisis response, and case consultation.
