Burgess Civil is growing, and we are looking for an experienced Heavy Civil Estimator or Senior Estimator to join our preconstruction team.
This role is for someone who can take ownership of bids, think critically about scope and risk, and help produce accurate, competitive estimates for heavy civil and site development projects.
We are building one of the most technology-forward estimating departments in heavy civil construction, built around autonomy, standards, accountability, training, and continuous improvement.
What You’ll Estimate
Projects commonly include:
- $2M to $30M+ heavy civil site development
- Earthwork, grading, drainage, and underground utilities
- Large residential and commercial developments
- Industrial, healthcare, school, and municipal projects
- Airports, design-build, and specialty civil projects
What You’ll Do
- Lead estimates from kickoff through bid submission and turnover
- Review plans, specifications, geotechnical reports, addenda, and contract documents
- Perform quantity takeoffs using Agtek, Bluebeam, Excel, and related tools
- Build detailed estimates in HCSS HeavyBid
- Develop construction approaches, production plans, and pricing strategies
- Solicit, review, and level subcontractor and supplier quotes
- Identify scope gaps, constructability concerns, and project risks
- Participate in site visits, bid reviews, and client discussions
- Develop proposal clarifications, assumptions, exclusions, and value engineering ideas
- Coordinate with operations, project management, and company leadership
Senior Estimators will also help lead complex pursuits, mentor the estimating team, support bid strategy, and help improve department standards.
What We’re Looking For

The ideal candidate:
- Has experience estimating heavy civil, site development, utilities, earthwork, roadway, or related civil infrastructure projects
- Can confidently read civil plans, specifications, and bid documents
- Understands earthwork, utilities, drainage, paving, grading, and site construction
- Thinks through constructability, sequencing, production, and risk
- Takes ownership and follows through
- Communicates professionally with clients, vendors, subcontractors, and internal teams
- Wants to keep learning, improving, and helping build better systems
Experience with Agtek, HCSS HeavyBid, Bluebeam, and advanced Excel is highly preferred.
Florida heavy civil estimating experience is preferred, but not required for the right candidate.
