Reports to: EMS Operations Chief

General Summary:

Functions to perform Advanced and Basic Pre-Hospital Care to patients and supervises all Basic Pre-Hospital Care of patients. Assists and performs daily duties at the Firehouse as assigned. Assists and performs duties providing services pertaining to the health and wellbeing of the public as assigned. Assists the EMS Operations Manager and Field Supervisors in managing daily EMS operations and EMS staff.

Education:

High school diploma, Associates degree preferred and/or related experience, and the following courses: Haz-Mat R&I, Haz-Mat Operations, State Certified EMSVO and Paramedic, BCLS, ACLS, PALS or NRP. EMS Resource Clinicians must also complete NIMS 100, 200, 700 and 800, NIMS 300 and 400 (required within 1 year), current ALS and BLS protocol update, a HIPPA course and Blood Borne Pathogen training, Instructor in at least 1 discipline (i.e. ACLS, PALS, PHTLS, etc…required within 1 year).

Preferred certifications include: National Registry, Basic Vehicle Rescue, Basic Rescue Practices, Incident Command, ITLS or PHTLS, TCCC, and Essentials of Firefighting or its equivalent. AHA BLS, ACLS and PALS Instructors and other instructor disciplines.

Work Experience:

4 years of Pre-hospital Care as Paramedic or comparable educational experience. Background in the Volunteer/Career fire service and previous supervisory experience.

Special Employment Requirements:

Ability to communicate with others and the public. Must function effectively as a team leader, motivator, coach and problem solver. Obtain a FBI, Child abuse and PSP back ground check upon employment and every five years thereafter.

Machines, Tools, Equipment:

Must have knowledge of all the tools and equipment as described in Act 37 within the paramedic scope of practice. In addition, must have knowledge of basic and Advanced rescue and firefighting tools as used in BVR and BRP, be able to operate a computer, cell phone, fax machine, copier, and perform computerized EMS charting.

Primary Tasks:

Provide Advanced Pre-hospital care to patients with the scope of practice set forth by Act 37 and within the Pennsylvania State Protocols. Assist in oversight of EMS operations and EMS staff.

In doing so the EMS Resource Clinician shall:

a. Respond on ambulances as needed to provide rapid response to emergency request for help from the public.

b. Perform patient assessments according to acceptable standards of care, perform needed ALS & BLS care.

c. Lift and move patients utilizing a wide range of lifting / moving devices from the home to the ambulance, from the ambulance to the hospital or other appropriate facility.

d. Maintain proficiency in all ALS skills

e. Maintain all needed Continuing Education to obtain Medical Command Authorization

f. Be able to lift and move patients and heavy equipment

g. Work effectively with other employees and volunteers

h. Complete proper patient care documentation and related paperwork as required.

i. Oversee/responsible for all operations of subordinate at incidents involving patient care in the absence of a supervisor

j. Ensure that all equipment is restocked and prepared for the next call.

k. Obtain information regarding routine calls and insure there is a crew to handle them.

l. Answer the Phones and Assist any visitors to the Firehouse

m. Assist with any activities, events, fundraising, public assists, and trainings while on shift when not on a call

n. At mass casualty incidents assure that all individuals are assessed and treated appropriately as directed by acceptable standards of care.

o. Perform all assigned housekeeping duties: emptying trash, sweeping & mopping floors, minor vehicle maintenance, minor equipment maintenance, other duties assigned by EMS Chief.

p. Keep vehicles clean inside and out during each shift.

q. Make sure that the building is secured, lights are turned out, and appliances off during the evening hours.

r. Assist with clerical duties as necessary.

s. Adhere to all established HIPPA policies and procedures.

t. Serve as an alternate representative on established committees as necessary.

u. Oversee/manage supply and pharmaceutical ordering process.

v. Oversee vehicle maintenance and preventative maintenance process.

w. Assist leadership team in covering second due EMS calls as available.

x. Orient and mentor new EMT and paramedic staff.

y. Assist with providing staff continuing education programs.

z. Assist in managing EMS budget.

aa. Participate in review of operations and business strategy as needed.

bb. Supervise and counsel subordinates as needed.

cc. Perform billing audits at the discretion of the EMS Operations Manager.

dd. Perform PCR CQI at the discretion of the EMS Operations Manager.

Other Tasks:

May be assigned other duties by the EMS Operations Chief as needed. The only exception being the employee may not provide an active firefighting roll while on shift. They are, however, expected however to provide support of this function.

Physical Demands:

This job requires individuals to have a full range of body motion including the ability to handle and lift patients and equipment. Physical demands include removal of patients from their home to the ambulance, lifting the patient into the ambulance, and lifting the patient out of the ambulance at the receiving facility. A Paramedic must have the ability to independently lift objects up to 100 pounds. In addition, he/she must be able to lift patients of 300 pounds or greater with additional help. Must be able to kneel down on knees for extended periods of time in order to perform patient care. Must be free of visual or hearing deficits that would prohibit performance of all skills outlined in the Pennsylvania Paramedic scope of practice.

Accident and Health Hazards:

Job requires exposure to blood and body fluids, occasional contact with chemicals, and frequent handling of needles and other sharp objects.

Working Conditions:

Primarily working in a dirty environment. Will be exposed to weather extremes. Will be exposed to potentially hazardous environments and situations on a daily basis. Job often requires working at odd hours and under poor lighting conditions. Schedule changes may be necessary to ensure continuity of patient care.

Pay: $57,200.00 - $78,416.00 per year
