Must have a minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.

Requires the possession of a bachelor's degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Minimum of four (4) years System Development Lifecycle (SDLC) Experience

• Applying SDLC methodologies to identify, evaluate, and recommend business or technical requirements

Eliciting, defining, and documenting business, user, functional, transition, implementation, and system requirements

Minimum of four (4) years Complex Requirements Documentation & Lead BA Experience

• Creating and applying requirement documentation standards (RTMs, as‑is/to‑be diagrams, use cases, user stories, narrative descriptions)

Minimum of five (5) years of Stakeholder Engagement

• Working directly with end users in a production support environment
• Facilitating, collaborating, and negotiating with stakeholders at all levels, including executive

Desirable Qualfications

1 Minimum three (3) years of Requirements & Methodology Expertise (1 point for 3 years and one point for each additional year, for a maximum of 7 points)

• Applying requirements‑management best practices

• Refining requirements‑management methodologies

2 Minimum of two (2) years of experience with Training & Facilitation (1 point for 2 years and one point for each additional year, for a maximum of 7 points)

• Developing training plans and training end users

• Facilitating Joint Application Design (JAD) sessions or collaborative design sessions

3 Process improvement opportunities and tool experience- Proficiency with tools such as Jira, Azure DevOps, SharePoint, and the Microsoft Office suite, etc. (1 point per year, 7 points maximum)

4 Government & Process Knowledge- Working with Project Approval Lifecycle (PAL) or similar processes and documentation (1 point per year, 7 points maximum)

5 Business Analysis Expertise (2+ Years in addition to the 3 years in RKES 1)

(1 point for each additional year, for a maximum of 7 points)

• Planning business analysis activities

• Writing functional design specifications

• Leading Scrum Master activities in project meetings

• Creating and maintaining requirements traceability matrices

• Documenting as‑is and to‑be processes

• Developing test scripts and serving as UAT lead

• Providing ongoing operational support

• Leading and collaborating with cross‑functional teams (SMEs, architects, developers, testers)

6 Minimum two (2) years of data conversion experience (1 point for 2 years and one point for each additional year, for a maximum of 7 points)

7 Minimum of three (3) years of experience providing business analysis services in a lead capacity on a large‑scale (over 5 million) Government IT project (1 point for 3 years and one point for each additional year, for a maximum of 7 points)

Pay: From $85.00 per hour
