Job Title: Senior Business Analyst-TED/PE

Position Overview:
The
Senior Business Analyst will be responsible for developing, managing, and maintaining federally compliant system requirements and post-migration documentation for large-scale enterprise applications. The ideal candidate will have strong expertise in regulatory compliance, system transition documentation, and data validation across multi-tiered IT environments. Prior experience with
Third-Party Electronic Database Systems and
Provider Enrollment Systems is highly preferred.
This role demands a deep understanding of compliance-driven documentation standards, post-implementation validation, and quality assurance frameworks to ensure system integrity and audit readiness.
Key Responsibilities:
Requirements Management: Elicit, define, and document functional and non-functional requirements in alignment with federal and state compliance standards (HIPAA, NIST, CMS, etc.). Translate business needs into clear, traceable system requirements and maintain version-controlled documentation through the full project lifecycle.
Post-Migration Documentation: Create, review, and update post-migration system documentation, including data mapping, transformation logic, system interfaces, configuration baselines, and validation reports. Ensure system documentation reflects accurate end-state functionality post-migration to new environments or platforms.
Compliance & Quality Assurance: Ensure documentation and system design comply with federal data management and security mandates. Collaborate with internal compliance, security, and audit teams to maintain alignment with agency-level data governance and retention policies.
Technical Analysis & Reporting: Analyze post-migration performance metrics, data integrity reports, and interface validations to ensure successful cutover and compliance adherence. Support QA and UAT teams by providing technical traceability matrices and functional documentation to validate end-to-end workflows.
Collaboration & Communication: Work closely with Business Analysts, Developers, Architects, and Project Managers to maintain comprehensive system documentation across multiple phases. Provide guidance on documentation standards and templates to ensure consistency across all technical artifacts.
Preferred Experience:
Experience with
Third Party Electronic Databases (TPED) and
Provider Enrollment Systems used in healthcare, Medicaid, or related government programs. Familiarity with
federal compliance frameworks such as CMS MARS-E, HIPAA, FISMA, or NIST SP 800 series. Hands-on involvement in
system migration or modernization projects, particularly involving data migration, ETL processes, and interface mapping. Proficiency with documentation tools such as
Confluence, SharePoint, Microsoft Visio, or IBM DOORS. Working knowledge of
SQL-based data validation,
ETL data lineage, and
data warehouse documentation practices.
Required Skills & Competencies:
Strong understanding of
federal compliance documentation, audit readiness, and system traceability practices. Excellent technical writing skills with the ability to communicate complex system behaviors in clear, structured documentation. Knowledge of
system lifecycle documentation, including BRDs, FRDs, traceability matrices, configuration guides, and deployment records. Analytical mindset with attention to detail for verifying data mappings, business rules, and system logic post-migration. Proven experience collaborating within Agile or hybrid project environments with multi-disciplinary teams.
Education & Certifications:
Bachelor’s degree in
Information Systems, Computer Science, or a related field. Certifications such as
CBAP, PMP, or CISA are a plus. Exposure to
federal or state IT modernization initiatives is desirable.
