This position is responsible for varied work involving the handling of Housing Authority funds and the performance of related tasks in the Finance Department. An employee in this class performs a variety of tasks involving a variety of financial transactions and the preparation of related reports required by the Authority, HUD, and other stakeholders. The employee works with some degree of independence. Work is reviewed by observation and through reports submitted.
EXAMPLES OF WORK (Illustrative Only)
a. Section 8 Duties:
-Maintains Landlord Files and Processes Ownership changes
-Prepares all Housing Assistance Payments (HAP) checks/direct deposits/voids/reissued payments
-Processes and reconciles portable billings
-Reconciles Housing Assistance Payments and prepares HUD reports
-Performs monthly posting of all Housing Assistance Payments
-Processes and submit 1099’s at year end
-Performs related work as required
b. Accounting Duties:
-Reviews and posts standard journal entries and daily transaction batches and posts to general ledger
-Processes misc. cash receipts
- Processes credit card expense accounting
-Prepares monthly bank reconciliations
-Identifies, isolates, and corrects reconciliation errors within balance sheet accounts
-Maintains Fixed Asset workpapers and reconciles physical inventory
-Assist with monitoring and reporting of grants and contracts
-Assist with annual budget preparation for all programs and properties
-Assists with audit preparations and audit fieldwork
-Assist accounting staff with projects and/or special reports as needed
-Prepares monthly internal financials for component unit entities
-Performs related work as required
c. Other Duties:
-Back-Up for Accounts Payable Processing -Primary
-Back-Up for Payroll Processing -Secondary
REQUIREMENTS OF WORK
- Working knowledge of accounting principles and practices.
- Significant experience with computer-based accounting systems, including integration of modules with the G/L.
- Ability to produce and reconcile all related computer-generated reports.
- Proficiency in the use of spreadsheet software including the ability to create and manipulate spreadsheets.
- Significant understanding of internal controls and the ability to implement and modify control processes as needed.
- Ability to perform multiple tasks simultaneously in a detailed, organized and timely fashion.
- Significant computer, keyboard and data entry skills.
- Ability to establish good working relationships with stakeholders.
- Knowledge of office practices and procedures.
- Ability to work independently.
- Accuracy and timeliness in all functions is critical.
DESIRABLE EXPERIENCE AND TRAINING
Three to five years of experience in the application of the principles, methods, and practices of accounting in an accounting/finance environment; a Bachelors’ degree in accounting required.
