Performs co mpr ehensive supervisory and management responsibil i ties to ca r ry out Super i ntendent and School Committee's policies and procedures concerning the District 's building maintenance, custodia l services, envi r onmental programs , and utility management. Oversees
budget tracking for all areas managed. Ensures the safety and secur i ty for all school buildings. Serves as the schoo l department's r epresentative for the city-wide emergency response team. Works closely with City government on school projects and facilities planning.
Education, Train i ng and Experience:
Preferred experience in cludes bachelor’s degree in engi n eering field, facilities management, or other related field. Requires ten or more years of progressively re sponsible experience in buildings and facilities; o r any equivalent combination of education, training, and expe ri ence, wh i ch provides the required knowledge, ability and skills. L ocal government experience preferred.
Massac h usetts Valid Driver 's License required.
Knowledge and Ability :
Knowledge: Practica l knowledge of administrative, managerial, and supervisory practices and techniques. Thorough knowledge of federa l, state, and local l aws, rules and regulations governing school districts in Massachusetts . Thorough knowledge of the operations of loca l government inclu di ng public safety, public works, and public const r uction and ma i ntenance. Considerable knowledge of the current literature, trends, and developments i n the profession. Thorough knowledge of the materials , methods, tools /equip ment , and techniques of bui l d i ngs, facilities, and ma i ntenance. Specialized knowledge of the operation and maintenan ce of bui ldings and facilities i ncluding h eat ing, venti l ation and air conditioning systems, electrical and mechanical systems, roofs, and other building components. Considerable know l edge of price trends and g r ades of quality of materials and equipment. Working know le dge of the hazards and safety precautions common to facil i ty maintenance/repair activities. Understa ndi ng of building code, environmenta l , disabled access, and other related r egulations for the operation of buildings and facilities.
Ability: Ability to develop l ong-term goals and objectives. Abil i ty to make administrative decisions in accordance with laws, r egulations and school system policies and procedures. Ability to organize workflow and effectively manage emplo yee s. Excellent public speaking skills with an ability to share complex information in a clear and concise manner. Ability to p r ovide leadersh i p in the planning, development, and establishment o f new, mod ifie d and/or improved programs, services and activities. Ability to research data and to compile narratives or r eports from in formation gathered.
ESSENTIAL JOB DUTIES (NOT LIMITED TO):

R es ponsible for planning, organizing, and directing the maintenance and custodial services of all 23 school buildings ,
Monitors operations o f the department to maintain , co ntro l, and analyze the finances. For mulates ap pl icable finance policies, ensuring adherence to standards. P r epares and tracks department budget.
Responsible for overall management of a la r ge custodial staff including employee and labor relations. Responds to Principal's requests for classroom changes and i mprov eme nts based on specific circumstances. Responsible fo r co llaborating with the City on current and future planning for building capita l needs.
Su pervises all uses of the school building activities; issues all permits.
Serves as th e school system's representative for school department and key city departments such as polic e, fire, public works, and m uni cipal public buildings department.
Work Environment:
Work is generally performed under typica l school department office conditio n s. Wi ll be requ i red to work outside of norma l business hours and attend evening meetings. Incumbent i s required to attend numerous meet i ngs with va ri ous c ity and school boards and committees. Travels to various buildings.
Makes frequent and direct contact with local, county, state, regional and fede r a l agencies and officials, the media, community le aders, municipal employees and department heads, local civic and special i nterest groups, and the public. Contacts are in person, by telephone, in writ i ng and via internet. Contacts require considerable persuas i veness, resourcefulness, discretion, and nego t iating skills t o influence the decisions and behavior of other parties. Contacts involve attendance at meetings and conferences.
Has access to an extensive amount of highly confidential informat i on relat in g to the Newton Public Schools. Confidentia l information may include, but is not li mited to, bid proposals, co n tract negotiations, and personnel records .
Errors i n administrative decisions could result in lower standards of services, sub-standard construction, inadequate maintenance programs, damage to property, and endanger publ i c safety; errors in supervisory decisions cou ld result in excessive costs i n maintenance programs.
Physical Requirements:
Operates PC-based computer systems , components, and other standard office equ i pment such as telephone , facsimile machine, and copier.
