The Maintenance and Site Services Office of Improvement is hiring a Program Manager 2 to lead the Program Development and Action Team within the Office of Improvement. This position reports directly to the MSS-OOI Group Leader and works in close coordination with MSS-DO, Facility Operations Directors, Maintenance Managers, and Field Office Representatives.

This position is responsible for developing a program to perform regular effectiveness evaluations, support MSS Conduct of Maintenance assessments, develop corrective action plans, consult on the development of IM actions, and actively lead or participate in coordinated updates to P950 and corresponding MSS documents. We are seeking a highly capable, detail-driven Program Manager to lead our Program Development and Action Team. This role is responsible for building and sustaining a program that ensures Nuclear and Non-Nuclear FODs have a group that can actively participate and serve as subject matter experts (SMEs) to help identify issues and provide support in implementing corrective actions without creating a conflict of interest.

The successful candidate will interpret governmental regulations and Laboratory policies impacting the maintenance program to ensure compliance; develop, monitor, validate the accuracy of, and audit performance data, reports, and other statistical information; evaluate and recommend process, program, and procedural improvements; and provide issues management support, conduct reviews, and compile data.

The Program Manager will train, coach, and provide mentorship of the assessment team. Success in this role requires strong organizational and leadership skills, extensive knowledge of LANL nuclear maintenance requirements, FOD structures, and an understanding of the P950 graded approach to support compliance initiatives across Maintenance and Site Services.

Key responsibilities include, but are not limited to:

• Program Design & Implementation: Build and sustain a program that ensures Nuclear and Non-Nuclear FODs have a group that can actively participate and serve as subject matter experts (SMEs) to help identify issues and provide support in implementing corrective actions without creating a conflict of interest. The program will support compliance with P950 Conduct of Maintenance, DOE Order 433.1B, Maintenance Management Program for DOE Nuclear Facilities, DOE Order 430.1B, Real Property Asset Management, and applicable codes, orders, standards, Laboratory policies, and manufacturer recommendations.
• Program Operational Management: Prioritizes and allocates available program resources; train, coach, and provide daily mentorship of assessment team members.
• Collaboration & Stakeholder Engagement: Works closely with leadership, the Field Office, Technical Editing Team, Training, and FOD representatives to ensure program alignment and effectiveness. Fosters collaborative relationships with technical organizations to enhance program visibility, engagement, and effectiveness.
• Data Analysis & Reporting: Develops and maintains tools, systems, and performance indicators to support effective program evaluation, inform decision-making, and drive continuous improvement.

What You Need

Minimum Job Requirements:

Assessment Expertise: In-depth knowledge and experience in conducting assessments, including Nuclear and Non-Nuclear Conduct of Maintenance Assessments, Effectiveness Evaluations, Program-Specific Assessments, and Readiness Assessments. In-depth knowledge of Conduct of Maintenance principles and corresponding policies, practices, procedures, and governing DOE Orders. Proficient in standard office software, including Microsoft Office products. Strong working knowledge of LANL applications and systems, including Oracle, MicroStrategy, Asset Suite, SAFER, BUILDER, UTrain, EDRMS, and I-Link or similar systems.

Program Development & Technical Writing: Demonstrated ability in comprehensive program and process development, including the integration of cross-functional interfaces. Strong project management skills, including the planning, coordination, and execution of multi-phase initiatives. Experience in developing and maintaining extensive, multifaceted documentation related to policies, procedures, training, reviews and assessments, causal analyses, and corrective actions in accordance with government regulations, DOE requirements, and Laboratory policies.

Stakeholder Engagement & Communication: Experience engaging with stakeholders at all levels of the organization, building and maintaining effective working relationships, and communicating clearly and professionally through both written and verbal means. Demonstrated experience creating and delivering presentations, facilitating discussions, and fostering collaboration to achieve organizational objectives.

Education/Experience: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Active DOE Q Clearance.
• Workforce Development: Demonstrated experience supporting workforce development initiatives, including knowledge transfer, and employee/program growth. Proven ability to develop strategies to address training and development needs, and implement programs that support compliance, standardization, and long-term organizational effectiveness.
• Training & Development: Experience designing, developing, and delivering training programs, particularly for process rollout, onboarding, and workforce standardization initiatives. Demonstrated experience collaborating with subject matter experts to develop and implement technical training programs that support organizational objectives and operational excellence.
• Performance Measurement & Reporting: Demonstrated experience developing, implementing, and managing key performance metrics and success indicators. Proven ability to build reporting frameworks, analyze and interpret data, and translate results into actionable insights that support stakeholder decision-making, program effectiveness, and continuous improvement initiatives.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances.
