Construction Quality Manager – Owner’s Representative
Pay: $200,000 - $220,000 + Full Benefits package

We are supporting a major industrial construction programme in Reno, Nevada and are looking for an experienced Construction Quality Manager / Owner’s Quality Representative to support site quality, inspection planning, third-party inspection coordination and construction turnover.
This is an owner-side quality role within an internal EPC/construction environment. The successful candidate will be responsible for making sure construction work is planned, inspected, documented and delivered in line with drawings, specifications, codes, project standards and client requirements.
This is not just a field inspection position. The role requires someone who can support quality from the front end of the project, helping identify inspection requirements before work starts, coordinating third-party inspection support, managing site quality execution, and ensuring documentation is complete through handover.
Role overview
The Construction Quality Manager will review drawings, specifications, P&IDs, isometrics and construction documents to identify required inspections, quality risks, hold points, witness points and documentation requirements.
You will work closely with engineering, procurement, construction managers, superintendents, subcontractors, third-party inspection agencies and project leadership to ensure quality requirements are built into the construction plan and managed through execution.
A key part of the role will involve supporting the management of third-party inspection agencies. This may include helping define inspection scopes, supporting RFP/RFQ packages, reviewing inspection proposals, supporting vendor selection, coordinating inspection manpower, reviewing time/invoices, and managing inspection agency performance, reporting and documentation.
You will also be responsible for site walks, NCR tracking, corrective actions, inspection coordination, contractor quality oversight and turnover documentation.
Key responsibilities
- Act as the owner’s quality representative across industrial construction activities.
- Review drawings, specifications, P&IDs, isometrics and construction documents.
- Identify required inspections, quality risks, hold points and witness points.
- Develop, review and manage Inspection and Test Plans.
- Support third-party inspection Scope of Work development.
- Support RFP/RFQ packages for third-party inspection agencies.
- Review and compare inspection agency proposals, including scope, manpower, qualifications, rates, exclusions and schedule.
- Support inspection vendor selection, onboarding and coordination.
- Manage third-party inspection agency performance, manpower, reporting, time sheets and invoices where required.
- Coordinate inspections across civil, structural, mechanical, piping, electrical, welding, concrete, fireproofing, NDE and turnover scopes.
- Conduct regular site quality walks and identify quality risks early.
- Manage NCRs, corrective actions, punch lists and quality close-out.
- Work with construction managers, superintendents, engineers and subcontractors to resolve field quality issues.
- Review quality documentation including MTRs, weld logs, weld maps, NDE reports, hydrotest records, torque records, concrete reports, inspection reports and turnover packages.
- Ensure construction work is completed in line with drawings, codes, specifications and project requirements.
- Support mechanical completion, system turnover and final client acceptance.
Required experience
- Construction QA/QC or construction quality management experience.
- Experience acting as an owner’s representative, EPC quality lead, construction quality manager or senior QA/QC manager.
- Experience reviewing drawings, specifications and construction documents.
- Experience developing or managing ITPs, hold points, witness points and inspection plans.
- Experience coordinating third-party inspections or special inspection agencies.
- Experience managing contractor/subcontractor quality performance.
- Strong documentation and turnover experience.
- Strong communication skills and ability to work with engineering, construction, procurement, subcontractors and inspection vendors.
Highly desirable experience
- Experience creating or supporting third-party inspection Scopes of Work.
- RFP/RFQ support for third-party inspection agencies.
- Bid levelling or proposal review for inspection vendors.
- Inspection vendor selection and onboarding.
- Managing inspection agency time, invoices, manpower and performance.
- CWI, API 510, API 570, API 653, Level II NDT or similar certifications.
- Knowledge of ASME B31.3, AWS D1.1, API 1104, IBC, ACI, ASTM or similar codes.
- Experience with welding, piping, pressure testing, structural steel, concrete, fireproofing, civil inspections, NDE, MTRs and mechanical turnover.
- Experience using Procore, Bluebeam, Autodesk Construction Cloud, BIM 360, CXAlloy, SharePoint, Raken, Primavera P6 or Microsoft Project.
