Owens Roofing, Inc. – Construction Administrator / Project Submittal Coordinator
Owens Roofing, Inc. (ORI), is seeking highly motivated and goal-oriented Construction Administrators / Project Submittal Coordinators to join our growing team. Owens Roofing, Inc. provides a full range of roofing services, including re-roofs, new construction, metal fabrication and installation, and 24/7 service. ORI started in 1986 and has grown gradually throughout the years. We are based in Smithfield, NC and service all of North Carolina, South Carolina, Virginia, Tennessee, Georgia and West Virginia.
The Construction Administrator is responsible for preparing commercial roofing projects for successful execution by coordinating and executing project administration, contract documentation, submittals, RFIs, warranties, closeout documentation, permits, and project records. This position serves as the administrative backbone of the Project Management Team, ensuring projects are properly organized before construction begins and remain compliant throughout the life of the project.
The Construction Administrator reports directly to the President and works closely with Project Managers, Superintendents, Estimators, Accounting, Manufacturers, Vendors, Architects, Engineers, and General Contractors.
Minimum Qualifications
- Education: High School Diploma or G.E.D. required; associate or bachelor’s degree in construction management, Business Administration, Enginerring or related field preferred.
- Minimum 3+ years of commercial construction administration, project coordination, or commercial roofing experience preferred.
- Previous experience preparing construction submittals is strongly preferred.
- Excellent written and verbal communication skills.
- Strong organizational and time management skills.
- Advanced proficiency with Microsoft Outlook, Word, Excel, Adobe Acrobat, and Bluebeam Revu.
- Experience with Procore or similar construction management software preferred.
- Ability to read construction drawings and specifications.
- Strong mathematical aptitude and attention to detail.
- Ability to manage multiple projects simultaneously while meeting strict deadlines.
Duties & Responsibilities
Contract Administration
- Review executed contracts, plans, specifications, addenda, and project documents.
- Identify discrepancies, missing information, conflicts, exclusions, and potential risks for Project Manager review.
- Establish and maintain complete electronic and hard-copy project files.
- Set up awarded projects in Procore, Google Drive, and Company management systems.
- Coordinate project startup documentation.
- Prepare project handoff packages for Project Managers, Superintendents, Accounting, Administration, and Sheet Metal.
Project Submittals
- Prepare, assemble, review, and submit all required project submittals.
- Review roofing specifications to determine required submittal items.
- Coordinate with manufacturers to obtain product data, approvals, certifications, shop drawings, warranty information, testing reports, and samples.
- Prepare roofing system packages in accordance with contract documents.
- Prepare sheet metal submittals and fabrication packages.
- Maintain complete submittal logs.
- Track all submittals from preparation through final approval.
- Coordinate revisions and resubmittals.
- Ensure materials are not released until required approvals are received.
- Maintain all manufacturer correspondence.
- Track outstanding approvals and proactively follow up with architects and consultants.
Project Controls
- Prepare and maintain:

- Coordinate permit applications.
- Register projects with manufacturers.
- Request manufacturer inspections.
- Coordinate warranty inspections.
- Track long-lead materials.
- Coordinate project closeout documentation.
Administrative Support
- Support Project Managers with daily administrative functions.
- Prepare meeting agendas and meeting minutes.
- Prepare Owner correspondence.
- Prepare General Contractor correspondence.
- Maintain project schedules and milestone dates.
- Track equipment requests.
- Track purchase orders.
- Assist with material procurement documentation.
- Assist with change order documentation.
- Assist Accounting with Schedule of Values, billing support, and project documentation.
Project Closeout
- Assemble complete closeout packages.
- Obtain warranties.
- Coordinate manufacturer warranty issuance.
- Obtain final inspection reports.
- Coordinate Operations & Maintenance Manuals.
- Ensure all contractual closeout documentation is submitted timely.
Knowledge, Skills & Abilities
- Strong knowledge of commercial construction documentation and project administration.
- Working knowledge of commercial roofing systems including TPO, PVC, EPDM, Modified Bitumen, Built-Up Roofing, Metal Roofing, Roof Coatings, and Sheet Metal.
- Ability to read architectural drawings, structural drawings, specifications, and roofing details.
- Strong understanding of CSI specification formats and Division 07 specifications.
- Knowledge of manufacturer warranty requirements.
- Excellent proofreading and technical writing skills.
- Exceptional organization and attention to detail.
- Ability to prioritize numerous deadlines simultaneously.
- Excellent customer service and communication skills.
- Strong problem-solving ability.
- Ability to work independently with minimal supervision.
- Ability to collaborate effectively with Project Managers, Superintendents, Estimators, Architects, Engineers, Owners, Manufacturers, and Vendors.

Pay: $45,000.00 - $65,000.00 per year
