Demonstrates knowledge and skills to perform administrative and technical functions and activities to effectively support the delivery of Information Technology (IT) by providing support and consultation within assigned systems/modules.

• Develops, modifies and tests moderately complex applications software to improve efficiency of business operations.
• Develops and provides documentation of the system specifications, including system scripts, system installation procedures, system backup and recovery techniques and system test methods.
• Performs moderately complex modification, testing and debugging tasks on vendor supplied utilities and packages to ensure fit with current operating environment.
• Designs programs for projects or enhancements to existing programs.
• Conducts and provides cost/benefit analyses for new proposed program modifications, methods and procedures.
• Participates in application design and development discussions with departments and management to determine needs and ensure that product adheres to established specifications and standards.
• Assists in defining business requirements and preparing justification for technical investment decisions.
• Develops workload demand forecasts with departments based on planned projects.
• Supports the development and introduces new technology to continually enhance business solutions.

Serves as project lead for development of new programs or interfaces. Responsible for the implementation, configuration, and coordination of the project including handoff to support staff.

• Works with internal and external parties to organize the various components needed to initiate, coordinate and conclude assigned projects.
• Implements assigned projects, tracks major developments and revises deadlines to meet changing needs and requirements.
• Provides research and administrative support and follow-up as required.
• Collects and compiles data, performs analysis and follows-up as requested or needed.
• Prepares and maintains required reports, records and files.
• Assists in establishing priorities and makes recommendations for improvement to meet set goals and deadlines as approved.
