Pay Rate/Range: The budgeted hourly range that the University reasonably expects to pay for this position is $35.34 to $42.64/hour. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full hourly range for this position is $35.34 to $62.84/hour.

Brief Summary of Job Duties:

Under the general guidance of the Director of Design & Construction Services, is responsible for the administration of capital improvement projects of various sizes and complexity up to $35,000. Develops the scope of work narrative and associated work diagrams, conducts site visits, initiates appropriate contracts, and monitors the work. Supports and assists Project Managers on Major Capital Improvement Projects above $750,000. Responsible for the oversight and administration of capital improvement projects of various sizes and complexity up to $35,000. Verifies contract and cost controls compliance. Responsible for the implementation, coordination, and management of all project document exchanges, and administers and implements program management system software. Interfaces and coordinates with other UC Departments and outside Agencies. Schedules and provides information on upcoming construction activities, disturbances, impacts, and potential closures.

Required Qualifications:

• Bachelor's Degree required in related area and/or equivalent experience/training
• Five (5) years of demonstrated experience providing analytical and administrative support for complex organizations, projects and/or processes.
• Good written, verbal, and interpersonal communication skills, including effective negotiation skills.
• Good organizational and analytical skills.
• Detail oriented to accurately proof contracts and other documents.
• Knowledge of building and construction, design, construction contract administration and California Building Codes
• Computer proficiency in Microsoft Word, Excel, Microsoft Project (or other scheduling program).

Job Functions and Percentages of Time:

• 35% Project Management Support & Oversight - Supports and assists Project Managers on major Capital Improvement Projects above $750,000. Supports the development of documents related to project planning, design development, contract bidding, contractor award, and physical construction phases. Interprets contracts and agreements, and recommends changes to ensure compliance with UC Policies and departmental procedures. Monitors construction activities and promptly informs Design Professionals, Contractors, and Project Managers of discrepancies between contract documents, submittals and physical work in order to ensure compliance with the contract documents. Reviews Construction Schedules as required and requests revisions and updates to accurately illustrate project progress. Chairs portion of weekly construction meetings as it relates to RFI, Field Order, Change Order, and Application for payment status and updates. Works closely with Facilities Managements Lock Shop, Maintenance, Custodial, and Grounds department to schedule and coordinate in house work efforts as it relates to the Major Capital Project efforts. Based upon site visits and in collaboration with Project Managers and Inspectors of Record reviews and verifies amounts requested by Contractor based upon percent of work completed. Prepares and approves the routing of the Application for Payment.

• 
  30% Project Management - Under the general guidance of the Director of Design & Construction Services, is responsible for the administration of capital improvement projects of various sizes and complexity up to $35,000. Develops the scope of work narrative and associated work diagrams, conducts site visits, initiates appropriate contracts, and monitors the work. Reviews Construction Schedules as required and directs contractors to revise and update construction schedules to accurately illustrate project progress. Chairs portion of weekly construction meetings as it relates to RFI, Field Order, Change Order, and Application for payment status and updates. Works closely with Facilities Managements Lock Shop, Maintenance, Custodial, and Grounds department to schedule and coordinate in house work efforts as it relates to the Major Capital Project efforts. Based upon site visits and in collaboration with Project Managers and Inspectors of Record reviews and certifies amounts requested by Contractor based upon percent of work completed, then prepares and approves the routing of the Application for Payment.

• 
  20% Contract Compliance & Cost Control - Develops, implements, and manages the construction document audit process throughout each phase of the work. Reviews all RFI's, Field Orders, Cost Proposals, Change Orders, and Applications for Payment to ensure conformance with regulatory requirements and departmental procedures. Responsible for ensuring all Labor Compliance documentation is submitted and monitoring software is initiated at the start of construction. . Provides technical back up and resource information in the absence of or in collaboration with the Labor Compliance Officer. Observes construction activities and informs the Project Manager of discrepancies with the contract documents to ensure compliance. Oversees the project close out process, implements and directs appropriate closeout procedures and training, ensures all warranty information, operations & maintenance manuals, and record drawings are in accordance with the contract documents. Manages all record retention requirements. Is responsible for providing technical expertise related to all project documentation for General Counsel and Internal Auditors in the event of a claim. Reviews contractor cost proposals to ensure labor rates, material quantities, material costs, tax rates, and overhead and profit align with the requirements of the contract documents and accurately reflect approved work within the Field Order and/or Change Order. Reviews all Applications for Payment for accuracy. Confirms all releases, waivers, and stop notices are correct and conform to applicable policies and procedures. Works with Business & Financial Planning to resolve and interpret project budgets and work orders. Generates financial reports identifying discrepancies with project budget and schedule.

• 
  5% Project Management Software Oversight - Responsible for the coordination, and management of all document exchanges between consultants, design professionals, contractors, inspectors and Project Managers via the program management software. Responsible for training design professionals, contractors and Project Managers on the program management system software. Maintains and updates the program management system software and, integrates software changes into current project management processes.

• 
  5% Policy Research & Client Outreach - Interfaces and coordinates with other UC Departments and outside Agencies - such as Police, Fire, Parking, and Campus Conference Services to schedule or provide information on upcoming construction activities, disturbances, impacts, and potential closures. Ensures all parties are notified as to bike lane, road, sidewalk, and parking lot closures. Develops and distributes traffic control plans, impact signage, and campus maps identifying specific construction activities and potential reroutes.

• 
  5% Miscellaneous Other - Researches and investigates Contracting Codes and applicable testing requirements.
