Position Overview
We are seeking an experienced Operations Manager to support a Government Technical Services Project for the US DOE TRANSCOM Program. The TRANSCOM program consists of multiple custom web applications, tools and interfaces and a user help desk that supports TRANSCOM users 24-7. The ideal candidate will have a strong background in operational oversight, records and document management, and software implementation This individual will work closely with stakeholders, project teams, and leadership to ensure successful delivery of operational initiatives while maintaining compliance with federal standards and best practices.
The successful candidate is highly organized, process-driven, and experienced in coordinating cross-functional teams supporting technology implementations and business operations.
Required Qualifications (Non-Negotiable)
- U.S. Citizenship is required.
- Live in Carlsbad, NM or within driving distance of Carlsbad, NM
- Ability to obtain a Public Trust Clearance
- Bachelor's degree or equivalent professional experience.
Qualifications
- 5+ years of experience with records management and document management systems.
- Experience managing operational processes across multiple systems.
- 5+ years of experience supporting software implementation projects.
- Excellent communication and organizational skills.
- Experience supporting federal government programs or Department of Energy (DoE) customers.
- Experience with records retention policies, compliance, and information governance.
- Knowledge of project management methodologies (Agile, Waterfall, or hybrid).
- Experience leading cross-functional operational teams.
Key Responsibilities
- Manage day-to-day operational activities supporting the TRANSCOM program.
- Develop, maintain and track operational processes, procedures, and documentation.
- Oversee records and document management activities to ensure compliance with organizational and federal requirements.
- Assist w[DM1] ith coordination of software implementation efforts from planning through deployment and post-implementation support.
- Collaborate with technical teams, business stakeholders, and leadership to resolve operational issues.
- Monitor project deliverables, schedules, risks, and operational performance metrics.
- Identify opportunities for process improvements and operational efficiencies.
- Prepare status reports, operational metrics, and executive briefings.
- Support change management initiatives and user adoption activities.
- Ensure timely communication across project teams and customer stakeholders.
· Ability to serve as a backup system operator demonstrated by maintaining operational continuity during staffing gaps.
· Ability to develop and implement training programs and operational guides measurable by successful onboarding of new operators and positive feedback from trainees.

Pay: $95,000.00 - $110,000.00 per year
