El/la Arquitecto/a brindará asesoría técnica y especializada al equipo de gestión de UNOPS en consultas, revisiones, análisis e informes específicos relacionados con el desarrollo, diseño, contratación, construcción y entrega de Proyectos.

El/la consultor/a apoyará la revisión de productos desarrollados por terceros, emitirá criterios técnicos de alto nivel, identificará riesgos u oportunidades de mejora, participará en sesiones estratégicas cuando sea requerido y preparará recomendaciones técnicas para apoyar decisiones durante las distintas etapas del proyecto.

1. Asesoría técnica durante el ciclo de vida del proyecto

Brindar criterio experto en arquitectura, infraestructura vertical, master planning, diseño formal, construcción, comisionamiento y entrega para operación.

Atender consultas estratégicas relacionadas con alcance, diseño, constructabilidad, calidad técnica, costos, cronograma, riesgos, permisos, contratación, ejecución de obra y operación futura.

Emitir recomendaciones técnicas para fortalecer la consistencia entre los estudios, diseños, contratos, obras, estándares de calidad, requerimientos funcionales y objetivos estratégicos del proyecto.

Identificar decisiones críticas que deban ser atendidas por UNOPS, Asociados, contratistas, consultores o actores institucionales durante las distintas etapas del proyecto.

2. Revisión independiente de productos de diseño y documentación técnica

Realizar revisiones técnicas independientes de entregables críticos, incluyendo diseño conceptual, master plan, anteproyecto, diseño formal, planos, especificaciones, bases de diseño, modelos BIM, criterios arquitectónicos, informes de consultores y documentos técnicos específicos.

Preparar comentarios técnicos, notas de revisión, criterios especializados o informes breves que permitan al equipo de gestión tomar decisiones informadas sobre aceptación, aceptación condicionada o necesidad de ajuste de productos.

Revisar la consistencia de los entregables con el alcance contractual, criterios de calidad, normativa aplicable, requerimientos funcionales, sostenibilidad, accesibilidad, seguridad humana, operación futura y objetivos estratégicos del proyecto.

Identificar interfaces críticas entre arquitectura, estructura, electromecánica, movilidad, sostenibilidad, BIM, seguridad humana, operación, mantenimiento y construcción.

3. Apoyo técnico durante contratación, construcción y ejecución de obras

Preparación, revisión o ajuste de términos de referencia, carteles, matrices de entregables, criterios técnicos de evaluación y documentos base para contrataciones relacionadas con diseño formal, demoliciones, obras habilitadoras, construcción, supervisión o servicios especializados.

Apoyar la revisión de consultas técnicas, RFIs, submittals, shop drawings, muestras, mock-ups, propuestas de cambio, ajustes de diseño, no conformidades, reclamos técnicos o temas constructivos críticos.

Emitir criterios técnicos sobre la consistencia entre el diseño aprobado, los documentos contractuales, las condiciones reales de obra y la calidad esperada del proyecto.

Participar en visitas técnicas, talleres o sesiones de revisión de obra cuando se requiera criterio experto para atender situaciones de alta complejidad, decisiones sensibles o riesgos relevantes para costo, plazo, calidad o funcionalidad.

4. Gestión de riesgos técnicos, calidad y constructabilidad

Identificar riesgos técnicos asociados al diseño, permisos, normativa, constructabilidad, interfaces entre disciplinas, cambios, calidad de obra, secuencia constructiva, seguridad, sostenibilidad, costos, cronograma y operación futura.

Proponer medidas de mitigación, acciones correctivas, ajustes de enfoque o recomendaciones de seguimiento para riesgos críticos identificados durante la revisión de productos, consultas técnicas o ejecución de obra.

Apoyar el aseguramiento de calidad técnica mediante revisiones independientes, análisis de consistencia, observaciones fundamentadas y recomendaciones prácticas.

Contribuir a la trazabilidad de decisiones técnicas mediante comentarios documentados, registros de revisión, minutas técnicas, informes especializados o notas de criterio.

5. Puesta en marcha, recepción y transferencia hacia la operación

Apoyar la revisión técnica de criterios de pruebas, puesta en marcha, listas de pendientes, recepción, operación inicial y entrega de documentación técnica.

Emitir recomendaciones sobre condiciones arquitectónicas, funcionales, operativas y de mantenimiento que deban verificarse previo a la recepción o entrega para operación.

Apoyar la identificación de riesgos relacionados con operación futura, facilities management, accesibilidad, seguridad, mantenimiento, desempeño del edificio y experiencia del usuario.

Contribuir a la sistematización de lecciones aprendidas y recomendaciones para mejorar la continuidad técnica del proyecto en fases posteriores.

6. Transferencia de conocimiento y fortalecimiento del equipo

Compartir buenas prácticas, referencias técnicas y recomendaciones metodológicas con el equipo de gestión de UNOPS.

Apoyar al equipo de proyecto en la interpretación de criterios técnicos complejos y en la preparación de observaciones fundamentadas a contratistas, diseñadores, supervisores o consultores.

Participar en sesiones de revisión, talleres técnicos o discusiones estratégicas con el fin de fortalecer la calidad de las decisiones del proyecto.

Título universitario superior, equivalente a Maestría, en Arquitectura, Urbanismo, Diseño Urbano, Gestión de Proyectos de Construcción o disciplina afín.

Incorporación vigente al Colegio Federado de Ingenieros y de Arquitectos de Costa Rica —CFIA—, o capacidad de obtenerla según corresponda a la naturaleza del contrato.

Mínimo 5 años de experiencia profesional en arquitectura, master planning, gestión de diseño, coordinación técnica, construcción o aseguramiento técnico de proyectos de infraestructura vertical compleja.

Experiencia comprobada en proyectos de gran escala, tales como edificios institucionales, sedes corporativas, campus, uso mixto, edificios públicos, infraestructura social o desarrollos urbanos complejos.

Desired

Experiencia en proyectos con componentes de sostenibilidad, eficiencia energética, LEED, EDGE o certificaciones equivalentes.

Experiencia en preparación o revisión de términos de referencia, carteles, matrices de entregables, criterios técnicos de evaluación o documentos de contratación de servicios de diseño, supervisión o construcción.
