They have a high deductible for about $5 a month, and a low deductible plan for about $400 a month. Most employees are making $10-13 hourly and can't afford the low deductible.

They offer options and the employee cost is based on the person's salary, so lower-income employees pay less for the same plan as the higher earnings. They aren't forced to take a lower-level plan.
