I don't have a firm number of "continuing education" dollars budgeted for each year (at least my boss hasn't told me if I do), but I can always run an idea by hdr and she will tell me if she thinks it would be worthwhile. During our annual (or semi-annual) reviews, I can list professional development goals I'd like to work toward during the coming year, and she is very supportive of those. No matter what, I always attend the big state conference every year (all of our clients and competitors also attend) as a networking and learning opportunity. HDR also has large internal conference every three years for various business groups (like Transportation, Water, etc.) and those are awesome.
I have never felt deprived or shortchanged in the area of professional development; quite the opposite, I feel like I am continually growing, which I appreciate. I have no problem exceeding the state's minimum biannual PDH requirements.
