I did not see anyone in engineering get promoted to new positions. I saw engineers get new titles, but they essentially did the same jobs. I saw Legrand hire from outside the company more than from within. I heard while I was there that the company mostly hired from within prior to 2010 when I started there, but I did not observe that.
