They take their time in making sure everyone knows how to efficiently do their job.

People are talented and skilled

They do a full consulting academy for consultants hired out of college programs.

They do little. There are not really practical training for mainframe skills. Each few people are on small teams that protect their area for their job protection. People really resist sharing information unless you are part of the two or three on the fragmented sub-team. They restrict the flow of information and rarely talk outside the small team,
